Air Taxi Software in Dubai (2026): Vertiport Slots, Booking APIs and Real AED Build Costs

Dubai is about to sell seats on an aircraft that takes off like a helicopter and books like a taxi. The GCAA certified VDX — the world’s first purpose-built commercial vertiport, next to Dubai International Airport — in July 2026, sized for 170,000 passengers and 42,000 aircraft movements a year, and Joby expects to carry its first paying passengers in Dubai before the end of 2026. The aviation part is nearly solved. The part almost nobody in Dubai has built yet is the software: a booking flow, a vertiport slot engine, a weight-and-balance check and a settlement layer that together turn a 12-minute hop into a product you can sell.

The Dubai numbers behind the 12-minute flight

This is not a 2030 concept render. These are published, dated facts:

  • VDX, adjacent to DXB, is certified. Roughly 3,100 m² across four storeys, two dedicated take-off and landing areas, rapid charging for electric aircraft, and GCAA certification granted in July 2026 — the first purpose-built commercial vertiport anywhere to clear a regulator.
  • Four nodes at launch: DXB, Palm Jumeirah, Downtown Dubai and Dubai Marina, with Dubai Mall, Atlantis The Royal and the American University of Dubai announced as the next three vertiports.
  • DXB to Palm Jumeirah: about 10–12 minutes by air versus roughly 45 minutes by road. That single ratio is the entire commercial proposition.
  • The aircraft is small, and that changes everything downstream. The Joby S4 carries a pilot plus four passengers, cruises up to 200 mph and has about a 100-mile range. Archer’s Midnight is the same shape of problem — pilot plus four, roughly 150 mph, 100-mile range — and the GCAA has moved it onto a Restricted Type Certificate pathway for early commercial operations out of Abu Dhabi.
  • It already flew across the city. On 9 November 2025 Joby flew a piloted, point-to-point electric air taxi flight from its Margham test site to Al Maktoum International Airport (DWC) in 17 minutes, in shared airspace.
  • Distribution is already decided. Riders will book through the Uber app — Uber Air powered by Joby appears as an option when a trip qualifies, and one tap books the Uber Black leg to the pad, the flight, and the car at the other end.
  • The market is small today and steep tomorrow. The UAE urban air mobility market is estimated at about USD 185 million in 2026, rising to roughly USD 1.03 billion by 2032, with UAE advanced air mobility projected at about USD 1.65 billion by 2035 (26.5% CAGR).
  • And the problem it attacks is expensive. Traffic congestion in Dubai has been costed at Dh4.6 billion a year, about 3.15% of the emirate’s GDP. Dubai also hosted 19.59 million international overnight visitors in 2025 across 154,264 hotel rooms in 827 establishments at 80.7% occupancy — the premium-transfer demand pool is already in the city.
Most Dubai businesses read air taxi as an aviation story and conclude it has nothing to do with them. It is a booking-integration story. The operator flies the aircraft; everyone who sells a transfer, a suite, a villa viewing or a conference package needs to know how a seat enters their own system.

Who actually needs air taxi software here

Joby holds an exclusive right to operate air taxis in Dubai for six years from the start of commercial service, so there will not be ten operators to integrate with. There will be one network and a long tail of businesses trying to resell, bundle or dispatch against it:

  • Hotels and resorts on the Palm, in Downtown and at the Marina — airport-transfer upsell at check-in and in the pre-arrival email.
  • DMCs, tour operators and experience platforms — a 12-minute scenic hop is the easiest high-margin SKU anyone has been handed in years.
  • Real estate and branded residences — viewings for off-plan Palm and Marina stock, where travel time is the objection.
  • Corporate travel, events and conference organisers — group movements with hard call times.
  • Limousine and chauffeur fleets — the first and last mile either side of the pad, which is where most of the operational pain lands.
  • Charter brokers, FBOs and private aviation handlers — the DXB node connects straight into existing premium arrival flows.

Five systems behind one air taxi seat

1. Booking and multimodal itinerary

The Uber precedent sets the bar: all-inclusive, per-passenger, upfront pricing shown before booking, and one tap that stitches the ground legs to the flight. If you are reselling, your system has to hold a three-leg itinerary as a single cancellable, refundable unit. Weather or a maintenance swap kills the middle leg, and your code must unwind the two car legs automatically — or a concierge does it by phone at 06:00 and your margin is gone.

2. Vertiport slot and resource scheduling

Do the arithmetic on the certified capacity: 42,000 movements a year is roughly 115 a day, and with two take-off and landing areas that means slots measured in single-digit minutes, not hours. The slot engine has to allocate pad, stand, charging bay and turnaround window together — Joby installed its Global Electric Aviation Charging System at VDX, the first fast-charging equipment at a commercial vertiport, and a charge cycle is a scheduled resource exactly like a gate. The commercial platforms built for this (Skyports’ Vertiport Automation System, ANRA’s VMS, Altaport) all converge on the same primitives: dynamic slot booking, a live resource status feed, ground-movement safety and fee capture.

3. Weight and balance, enforced at the point of sale

This is the detail that breaks naive booking flows. With a pilot plus four seats, there is no spare payload to absorb a surprise. Passenger and baggage weights must be declared and validated when the booking is made, re-validated at check-in, and the manifest locked before dispatch. Here is the load-factor trap: 170,000 passengers across 42,000 movements is about four passengers per movement — the facility is sized assuming near-full aircraft. A booking engine that lets one passenger block a whole aircraft on a popular slot is destroying capacity the network cannot get back.

4. Identity, security and boarding

The flagship node sits beside an international airport, so expect airport-grade passenger processing: identity capture, screening handoff, boarding sequencing, and a check-in that closes. Build for UAE Pass and Emirates ID or passport capture up front, bilingual Arabic and English throughout, and a mobile boarding artefact that works when the terminal Wi-Fi does not.

5. Operational integrations

Flight ops and dispatch, airspace and UTM coordination, live METAR and wind limits, aircraft maintenance status (the same CAR-145 and CAMO discipline covered in our Dubai aviation MRO and ground handling software guide), charging and energy telemetry, and multi-party settlement between operator, vertiport, ground fleet and reseller. Most of the engineering budget goes here, not in the pretty booking screen.

A single reseller-side product — book, pay, reconcile, upsell — realistically lands at AED 95,000 to 210,000. A full vertiport or fleet-side operations platform is a AED 250,000 to 600,000 programme, and should be phased. See our pricing for how we band this work.

Regulation: GCAA, DCAA and your database

Three regulatory realities shape the build.

The GCAA owns the certification path. VDX is certified as infrastructure; commercial service across the four-node network still depends on Joby completing final operational certification with the GCAA. The GCAA is also drafting what it describes as the first regulatory standards for hybrid air taxi infrastructure. Practical consequence: your slot, manifest and dispatch logic must be configuration-driven, because the operating rules it encodes are still moving.

The DCAA governs the unmanned side in Dubai. If your roadmap includes cargo drones alongside passenger flights, DCAR-UAS applies, BVLOS needs specific approval, and Dubai has already licensed commercial BVLOS delivery — with the DCAA targeting 30% drone-delivery coverage of the city in 2026 and 70% within five years. Same airspace, same approvals desk, different rulebook.

PDPL applies to everything you collect. Passenger weight, identity documents and precise movement history are a serious data set. Collect the minimum, set retention deliberately, keep processing records, and treat cross-border transfer as a design decision rather than a hosting accident. Our Dubai robotaxi fleet software guide covers the same event-data and control-centre discipline on the road side.

Why the next 18 months are the whole opportunity

The six-year exclusivity means the Dubai network will be a single, stable integration target from launch — and whoever is ready first gets to sell against a product with no local competitor. Against Dh4.6 billion of annual congestion cost and 19.59 million visitors already landing at DXB, a 33-minute saving on the airport-to-Palm run is not a gimmick; it is the most sellable transfer in the emirate. Fares are the open variable: Uber has said pricing will sit near Uber Black levels and be shown all-inclusive per passenger before booking, and no official RTA tariff table has been published. Treat any fare table you find online as unsourced — and build your pricing layer so the operator’s numbers drop in without a rewrite.

Aquarius builds the software side of this: booking and reseller portals, slot and resource engines, weight-and-balance gates, and the ops integrations that hold it together. We work in fixed-scope phases with a working deployment at the end of each one, so you are never 14 weeks into a programme with nothing to show a regulator or a partner. If air taxi seats are going to appear in your product in 2026, the sensible move is a two-week discovery now, while the rules are still being written and the integration target is still one network. FAQ

When can you actually book a Dubai air taxi?

Joby expects to carry its first passengers in Dubai in 2026, with commercial service across the four-node network targeted before year end, subject to final operational certification with the GCAA. Bookings are planned through the Uber app, where a qualifying trip surfaces Uber Air powered by Joby alongside ground options.

How much does an air taxi seat cost in Dubai?

No official tariff has been published. Uber has indicated pricing comparable to Uber Black, quoted as an all-inclusive per-passenger price before you confirm. Various fare tables circulating online are not sourced to the RTA or the operator, so do not design your commercials around them — make the price layer configurable.

Where are the Dubai vertiports?

The launch network is DXB (the certified VDX facility), Palm Jumeirah, Downtown Dubai and Dubai Marina. Dubai Mall, Atlantis The Royal and the American University of Dubai have been announced as the next three sites.

Can my hotel or tour business resell air taxi seats?

Commercially that is an operator and distribution question, and distribution is currently centred on the Uber app. Technically the work is the same either way: an itinerary model that can hold a flight leg plus two ground legs, payload validation before the seat is confirmed, and an automated unwind when weather or maintenance cancels the flight. Build that and you are ready for whichever reselling route opens.

Is this just Dubai, or the whole UAE?

Both emirates are moving. Dubai has the certified vertiport and the Joby network with six-year exclusivity; Abu Dhabi is on an Archer Midnight Restricted Type Certificate pathway with the GCAA, targeting early commercial passenger operations with a local operating partner. If your product serves both, assume two operators, two schedules and one shared regulator.
