E-Scooter and Bike Sharing App Development in Dubai (2026): Real AED Costs, RTA Permits and the Utilisation Math

Short answer: a shared e-scooter or bike app for Dubai costs AED 55,000 to 110,000 for a single-city MVP, AED 147,000 to 257,000 for a production platform with IoT lock control, geofencing and an operations dashboard, and AED 294,000 to 551,000+ once you add AI rebalancing, multi-city fleets and RTA-grade reporting. Hardware is separate: IoT control modules run AED 147 to 330 per vehicle at volume. The software is rarely what kills these businesses — utilisation is.

Here is the number that should start your business case. Dubai recorded 39.6 million e-scooter trips in 2025, up from 32.3 million in 2024 — a 23% jump in a single year, per the Roads and Transport Authority. Cycling trips grew at exactly the same rate, from 46.6 million to 57.3 million. Shared mobility ridership across the emirate hit 72.9 million, up 30% year on year, inside a total of 802.1 million RTA journeys. This is no longer a pilot market.

The demand side: Dubai built the roads before the apps arrived

Most operators assume Dubai’s heat kills micro-mobility. The infrastructure numbers say otherwise, and they are the real leading indicator.

RTA expanded the cycling and e-scooter track network from 6 km in 2009 to 636 km by the end of 2025, and it has upgraded the catchment around 37 Metro stations with dedicated walking, cycling and shared-mobility facilities. In July 2026 RTA approved a five-year soft mobility plan that extends coverage to 34 residential areas and 63 public transport stations by 2030 — nine areas are already delivered (Al Mankhool, Al Qusais, Al Karama, Al Barsha 1 and 2, Al Khawaneej 2, Hor Al Anz, Abu Hail, Al Souk Al Kabeer) and five more are in progress (Dubai Marina, Al Murar, Naif, Al Rigga, Al Muraqqabat).

The station-based bike side proves the demand is durable rather than novelty-driven. Careem Bike, run with RTA, passed 10 million trips between February 2020 and April 2026, growing from 71 stations to 210, with over 2,000 bicycles serving 49 residential communities. On the free-floating side, Dubai’s shared e-scooter programme fields more than 5,000 units at an average of 2.5 rides per scooter per day. Regionally, the UAE is the largest micro-mobility market at roughly USD 100 million, about 36.7% of regional share, compounding near 16.3%.

Most Dubai operators get this wrong: they budget for the rider app and treat the operations console as a phase two. In practice the rider app is the cheap half. What decides whether your fleet earns money is the back office — battery-swap routing, rebalancing, geofence authoring, fraud blocking and the RTA-facing trip reporting. Ship a beautiful app on a blind fleet and you will pay staff to drive around looking for your own scooters.

What RTA actually requires before a wheel turns

Dubai is a permissioned market, not an open one. Four operators are approved to run e-scooter rentals — Dott and Lime internationally, Skurrt and Arnab locally — so a new entrant is competing for a slot, not simply launching. Build your product assuming an RTA concession review will read your logs.

The rider-side rules translate directly into code you must write:

  • Permit gate. Riders need an RTA e-scooter permit; holders of a valid UAE or international driving licence are exempt. The permit is free via the RTA website, RTA app and Dubai Now, requires a minimum age of 16, and is issued after a 20-question electronic test with a 30-minute limit. It has no expiry date. Rental operators must verify an eligible licence or permit before unlock — that is an onboarding step, not a checkbox.
  • 20 km/h hard cap. RTA caps e-scooter speed at 20 km/h, with lower posted limits on specific tracks, and 30 km/h in marked safe-street zones. Enforcement belongs in firmware plus a server-side speed profile per geofence, not in a terms-of-service paragraph.
  • Zone restriction. Riding is limited to designated tracks, shared paths and approved personal-mobility areas, including Sheikh Mohammed bin Rashid Boulevard, Jumeirah Lakes Towers, Dubai Internet City, Al Rigga and City Walk. Pedestrian-only sidewalks are off limits.
  • Helmet and single rider. Helmets and riding equipment are required, and RTA reissued a one-rider-per-scooter warning in February 2026.
  • Enforcement is live. Joint RTA and Dubai Police patrols began in April 2026. Violations draw AED 100 to 300, including AED 200 for riding without a valid permit and AED 200 for parking outside a designated zone, with confiscation in serious cases.

That last fine is the one that hits your P&L. Parking violations are a software problem: without mandatory end-of-ride photo capture, a parking-zone geofence and a hold-to-end flow, you inherit every penalty your riders earn.

Real AED build costs by tier

Converted at AED 3.67 to the dollar and benchmarked against what Dubai fleets actually commission:

TierWhat you getTimelineDubai build cost (AED)
MVP, one zoneRider app (iOS and Android), map, QR unlock, BLE and cellular IoT integration, card payment, basic admin2 – 3 months55,000 – 110,000
Production platformAdds geofence authoring, speed zones, parking-photo validation, battery-swap and rebalancing tasks for field crews, pricing and promo engine, Arabic and RTL3 – 5 months147,000 – 257,000
Scale and AIAdds demand forecasting, AI rebalancing, multi-city and multi-vehicle fleets, Metro and public-transport handoff, RTA trip reporting, fraud scoring5 – 8 months294,000 – 551,000
Deep IoT and custom firmwareOwn controller firmware, OTA pipeline, hardware certification, telematics data platform8 months +551,000 – 1,840,000+

Two line items catch people out. IoT control modules cost AED 147 to 330 per vehicle at scale and ship with SDKs covering BLE pairing, cellular links, GPS and OTA firmware updates — multiply that by fleet size before you argue about design fees. And annual maintenance runs 15% to 20% of the original build, so a AED 200,000 platform carries roughly AED 30,000 to 40,000 a year in upkeep before you add hosting, SMS and map tiles. Budget the Dubai mainland trade licence separately: DET fees typically land at AED 10,000 to 20,000, plus about AED 620 for trade-name reservation.

The utilisation math nobody puts in the pitch deck

Dubai’s benchmark is 2.5 rides per scooter per day. Take a 500-unit fleet at a realistic AED 9 average fare: that is 1,250 rides a day, roughly AED 11,250 daily or AED 4.1 million a year in gross revenue before charging labour, van costs, battery replacement, insurance and the 15% to 20% software maintenance line.

Now move utilisation. At 1.8 rides per unit per day the same fleet grosses about AED 2.96 million — a 28% revenue cut from a change invisible in any demo. That gap is produced almost entirely by software: where vehicles sit at 7am, how fast dead batteries are detected, whether a rider abandons a unit outside a parking polygon, how long the unlock takes on weak cellular coverage. Rebalancing intelligence is not a luxury feature in this market, it is the difference between the two numbers above.

This is also why Dubai’s soft mobility plan matters commercially. Coverage expanding to 63 public transport stations by 2030 means first-and-last-mile demand concentrates at predictable, timetabled peaks — which a forecasting model can exploit and a static fleet cannot. If your platform cannot pre-position units before the Metro empties, a competitor’s will.

How Aquarius builds these

We build the operations console first and the rider app second, because the console is what you will live in. A typical Dubai engagement is a Flutter or React Native rider app on a Node and Postgres backend with PostGIS geofencing, a vendor-neutral IoT abstraction layer so you are not locked to one controller supplier, bilingual English and Arabic with full RTL, and a reporting layer shaped for RTA concession reviews from day one. Payments go through a UAE-licensed gateway with 3-D Secure and pre-authorisation holds — see our payment gateway integration cost breakdown for the AED figures. Where it helps, we wire in Salik, Parkin and nol integrations, and we reuse the telemetry patterns from our IoT and smart building work. Operators moving from a dispatch model usually want to read our ride-hailing app development guide alongside this one.

Fixed scope, fixed price, two-week sprints, and your code and infrastructure in your own accounts from the first commit. Our pricing page carries the current ranges, and the full engineering menu is on services.

FAQ

How much does an e-scooter sharing app cost to build in Dubai in 2026?

A single-zone MVP costs AED 55,000 to 110,000 and takes two to three months. A production platform with geofencing, IoT lock control and an operations dashboard costs AED 147,000 to 257,000. Multi-city platforms with AI rebalancing run AED 294,000 to 551,000 and up. Add AED 147 to 330 per vehicle for IoT control modules, and 15% to 20% of the build per year for maintenance.

Do I need an RTA permit to run an e-scooter rental business in Dubai?

Yes. Rental operation in Dubai is permissioned: four operators are currently approved — Dott, Lime, Skurrt and Arnab. Separately, your riders each need an RTA e-scooter permit unless they hold a valid UAE or international driving licence, and your app must verify that before it unlocks a vehicle.

What speed limit must my app enforce on Dubai e-scooters?

RTA caps e-scooters at 20 km/h, with lower limits posted on individual tracks and 30 km/h in marked safe-street zones. Enforce it with firmware speed profiles tied to server-side geofences rather than relying on rider instructions.

What are the fines for Dubai e-scooter violations in 2026?

Violations run AED 100 to 300. Riding without a valid permit is AED 200 and parking outside a designated zone is AED 200, with vehicle confiscation possible in serious cases. Joint RTA and Dubai Police patrols have been enforcing these since April 2026.

Is the Dubai micro-mobility market big enough to justify a custom build?

Dubai logged 39.6 million e-scooter trips and 57.3 million cycling trips in 2025, both up 23% year on year, with shared mobility ridership up 30% to 72.9 million. The track network reached 636 km, and RTA’s plan extends coverage to 34 residential areas and 63 transport stations by 2030. The UAE is the region’s largest micro-mobility market at roughly USD 100 million.

Should I buy a white-label platform instead of building?

White-label gets you live faster and suits a short pilot. It becomes expensive once you need Dubai-specific logic — RTA permit verification, parking-polygon photo validation, Arabic RTL, concession reporting — because every one of those is a change request against someone else’s roadmap. If the fleet is above a few hundred units or the concession is multi-year, custom pays back through utilisation.
