The approvals: what DWTC and Civil Defence actually require

Dubai’s approval chain is stricter than most European venues and it is enforced on site. Five stages, in order: submit, pay, structural review, Permit to Build, site inspection and reporting.

Floor plan and Civil Defence

The organiser’s final floor plan must reach DWTC at least two weeks before the start of tenancy. DWTC checks it against Dubai Municipality and its own health and safety rules, then submits exhibition floor plans — and any event with high-risk elements — to Dubai Civil Defence. DCD responds within 5 working days. Meet the two-week deadline and the DCD fee is absorbed; miss it and you pay AED 2,500 to DWTC plus AED 2,082 to DCD. Aisles are non-negotiable: 3 metres for the main aisle, 2.5 metres minimum for secondary aisles, and bridging over an aisle between two stands is prohibited outright.

Stand Permit to Build

No contractor may start building without a Stand Permit to Build (PTB), issued once the design clears DWTC’s structural team, and it must be available on site in hard or soft copy. Construction has to be supervised by a qualified engineer. Structural calculations are mandatory for any raised platform over 300 mm and for any external structure subject to wind and water loading. Any change after the PTB is issued counts as a new submission — and the fees are non-refundable, so freeze the design before you submit, not after.

Document packs by stand type

• Single-decker: 3D drawing, technical drawing, structural drawings.

• Double-deck stands must display the maximum permitted occupancy of the upper deck near the access point, with travel distance to a staircase no greater than 12 m, and 150 mm kick boards on landings and top decks.
