Short answer: Microsoft Power Platform is the fastest way for a Dubai business to get an internal app live, and the licence bill is the part nobody quotes. In 2026 Power Apps Premium is USD 20 per user per month billed annually — about AED 73 a month, AED 881 a year, per person. A 50-user rollout is therefore AED 44,000 a year in licences alone before anyone builds anything. Add AED 147 per GB per month for extra Dataverse storage, AED 735 per month for a 100-user Power Pages portal pack, and AED 735 per month for 25,000 Copilot Studio credits. Delivery of a real production app in Dubai runs AED 25,000 to 120,000.
Here is the number that should decide the whole conversation: analysts put the five-year total cost of ownership of a mission-critical low-code application at roughly 35% higher than the same thing custom-coded, because licences are a subscription and code is an asset. Low-code is not cheap software. It is fast software that you rent. On the right apps that trade is excellent. On your core revenue system it is a slow-motion budget leak.
Why Dubai teams are reaching for low-code first (awareness)
Three numbers explain the stampede.
The market has already decided. Gartner forecasts that 75% of new applications will be built with low-code by 2026, up from under 25% in 2020, and that 80% of new applications will involve citizen developers — people outside IT. Locally the spend follows: the UAE low-code application development platform market was USD 551.2 million in 2023 and is projected to reach USD 2.26 billion by 2030, a 22.4% CAGR, with the wider GCC low-code market valued around USD 1.1 billion.
UAE leadership is bought in. Regional surveys put 86% of CIOs calling low-code platforms essential for enterprise app development, and roughly 40% of large UAE organisations have adopted or are piloting low-code and no-code tooling specifically to clear an IT backlog.
And you cannot hire your way out. This is the real driver in Dubai. Workforce forecasts say the UAE needs over 91,000 additional technology specialists across software engineering, cloud architecture and systems analysis, while up to 76% of UAE employers report struggling to find proficient IT experts and tech demand is forecast to grow 54% against overall workforce growth of 12.1%. When a senior developer takes three months to hire, a platform that lets a finance analyst build a working approval app in three weeks stops being a toy.
Most Dubai businesses get this wrong: they treat low-code as a budget decision when it is a portfolio decision. The question is never “low-code or custom?” across the whole company. It is “which of our forty apps should be rented, and which three should we own?” Companies that answer that correctly run 30 apps on Power Platform for the price of three, and keep the systems that make them money in code they own.
What Power Platform actually is, in commercial terms
Five products that share one data layer:
- Power Apps — the app builder. Forms, approvals, inspections, asset registers, site checklists — anything that used to be an Excel file on a shared drive.
- Power Automate — the workflow engine. Approval chains, document routing, scheduled syncs between systems.
- Dataverse — the database and permission model underneath. This is the piece that makes Power Platform enterprise-grade, and the piece that generates the surprise invoices.
- Power Pages — external-facing portals. Supplier onboarding, tenant requests, customer document uploads.
- Copilot Studio — the agent layer, for conversational front ends on all of the above.
If your company already runs Microsoft 365 and your data lives in SharePoint, Excel, Outlook and Teams, Power Platform starts from a standing position no other platform matches. That is its genuine advantage, and it is a large one.
The 2026 licence prices that belong in your budget (consideration)
These are Microsoft list prices on annual commitment, converted at the pegged rate of AED 3.6725 to the US dollar. Treat them as the floor, not the estimate.
| Licence or add-on | USD list | AED equivalent | What it actually buys |
|---|---|---|---|
| Power Apps Developer Plan | Free | Free | Unlimited apps and flows for build and test only. Not licensed for production users. |
| Power Apps Premium | $20 / user / month | AED 73 / month · AED 881 / year | Unlimited apps for that user, all premium connectors, Dataverse, model-driven apps, 250 MB database and 2 GB file capacity |
| Power Apps Premium (2,000+ seats) | $12 / user / month | AED 44 / month · AED 529 / year | Same entitlements at enterprise volume. Minimum 2,000 licences. |
| Pay-as-you-go | $10 / active user / app / month | AED 37 | Metered through an Azure subscription. You pay only in months a user actually opens the app. |
| Dataverse database capacity | $40 / GB / month | AED 147 / month | Storage beyond the per-user entitlement, bought in 1 GB increments |
| Power Pages authenticated users (tier 1) | $200 / pack / month | AED 735 / month | One pack of 100 authenticated users per site. Drops to $75 per pack at 10,000+ users and $50 at 100,000+. |
| Power Pages anonymous users | $75 / pack / month | AED 275 / month | One pack of 500 anonymous visitors per site per month |
| Copilot Studio capacity pack | $200 / tenant / month | AED 735 / month | 25,000 Copilot Credits on annual commitment. Pay-as-you-go runs about $0.01 per credit via an Azure meter. |
The licence trap: “it is already included in our Microsoft 365”
This single misunderstanding has killed more Dubai Power Platform business cases than any technical limitation. Microsoft 365 licences do include Power Apps and Power Automate — for standard connectors only, working with data already inside the Microsoft 365 boundary such as SharePoint lists, Excel and Outlook. The moment your app needs a premium connector — SQL Server, an on-premises gateway, a REST API, your ERP, Salesforce, raw HTTP calls — or needs Dataverse, every user who opens that app needs a Premium licence at AED 881 a year.
Pilot it with five people on SharePoint lists, prove it works, then discover the production version needs SQL and 120 users. That is the moment a free internal tool becomes an AED 105,000-a-year commitment — and it usually lands after the project was signed off as free. Scope the connector list before you scope anything else.
One more 2026 change worth knowing: the old Power Apps Per App plan at $5 per user per app per month was removed from Microsoft price lists for new customers on 2 January 2026. The cheap single-app entry point many UAE consultancies still quote from 2024 decks no longer exists. If a proposal on your desk prices a per-app plan, it is out of date.
Copilot Studio credits burn faster than they look
Credits are not messages. A classic scripted answer costs about 1 credit, a generative answer about 2, tenant-graph grounding roughly 10, and an autonomous agent action 25 or more — so a single user turn can consume anywhere from 1 to 200+ credits depending on how the agent is built. Credits also do not carry over month to month. A 25,000-credit pack at AED 735 sounds generous until an agent doing grounded lookups eats it in a fortnight. Model your expected credit cost per conversation before committing, and cap it. Our breakdown of Microsoft 365 Copilot costs in Dubai covers the per-seat half of the same decision.
What a Power Platform build costs to deliver in Dubai
Licences are Microsoft’s share. These are the delivery ranges we see in the Dubai market in 2026, excluding 5% VAT and excluding the licence subscription above.
| Scope | What you get | Typical AED | Timeline |
|---|---|---|---|
| Licence and architecture review | Connector classification, per-user cost model, environment and data-residency plan, build-vs-buy recommendation | 6,000 – 15,000 | 3 – 7 days |
| Single internal canvas app | One app replacing a spreadsheet process, SharePoint or Dataverse backend, approvals, mobile-ready, user training | 25,000 – 55,000 | 2 – 5 weeks |
| Model-driven app on Dataverse | Proper data model, role-based security, business rules, reporting views, Power BI dashboard | 55,000 – 120,000 | 5 – 10 weeks |
| External Power Pages portal | Supplier, tenant or customer portal with authentication, document upload, bilingual EN/AR interface | 45,000 – 110,000 | 4 – 9 weeks |
| ERP or line-of-business integration | Premium or custom connector work, on-premises gateway, field mapping, error handling, reconciliation | 30,000 – 95,000 | 3 – 8 weeks |
| Copilot Studio agent on your data | Grounded agent, permission filtering, credit budget and caps, evaluation set, escalation path | 35,000 – 90,000 | 3 – 7 weeks |
| Governance / centre of excellence setup | Environment strategy, DLP policies, naming and ALM pipelines, citizen-developer guardrails, sprawl audit | 20,000 – 60,000 | 2 – 5 weeks |
| Support and care plan | Monitoring, connector and version upkeep, licence optimisation review, small enhancements | 2,000 – 9,000 / month | ongoing |
Compare those ranges with custom software development costs in Dubai before you decide. And for small cross-system automations with no app surface at all, a lighter stack is often the correct answer — see our n8n, Zapier and Make automation cost guide.
Where low-code wins, and where it quietly loses
Be honest about the two failure modes, because both cost real money in year three.
Lock-in is structural, not a licensing clause. Power Apps, Mendix and OutSystems all build on proprietary abstractions: components, workflows, integrations and application metadata are coupled to the platform runtime. You can export a Power Apps app to move it between Power Platform environments, but you cannot export it and run it as a standalone web app on your own hosting. Migrating off later is a rebuild, and the market prices it accordingly — industry estimates put migration at USD 20,000 to 100,000 (AED 73,000 to 367,000) for a simple app and USD 100,000 to 500,000 (AED 367,000 to 1.84 million) for a scaled one over a three-year horizon.
Per-user pricing punishes success. Custom software costs more to build and then roughly the same whether 50 or 5,000 people use it. Low-code costs less to build and then scales linearly with headcount. At 50 users Power Apps Premium is AED 44,000 a year. At 500 users it is AED 440,500 a year, every year, forever — the entire build budget of a custom application, repeating annually. That is the arithmetic behind the 35% five-year TCO premium on mission-critical apps.
So the division that works in practice:
- Rent it (Power Platform): internal apps, approvals, inspections, HR and admin workflows, asset and fleet registers, site checklists — anything with a bounded user count and a Microsoft-shaped data source. Fast, governed, cheap to change.
- Own it (custom): customer-facing products, anything you charge money for, anything with thousands of users, anything that is your differentiator, and anything where the experience has to be better than a form.
PDPL and where your Dubai data actually sits
This is the question UAE procurement teams ask third and should ask first. Power Platform and Dynamics 365 place the UAE inside the Europe, UK, Middle East and Africa macro region, and Microsoft stores customer data at rest within the selected Azure geography inside that macro region. Gateway regions available to the UAE Power Platform region include UAE North and UAE Central, with UAE North the primary location and UAE Central generally used for in-country disaster recovery.
The catch: pinning your data to a specific datacentre region such as UAE North requires Advanced Data Residency enabled across all Microsoft 365 seats in the tenant — a paid add-on, not a checkbox. If your business case assumed in-country residency by default, price that add-on now rather than during a security review two weeks before launch. And residency does not transfer liability: under the UAE PDPL, Federal Decree-Law No. 45 of 2021, you remain the controller, with penalties reaching AED 5 million. Our PDPL compliance checklist for UAE websites and apps has the full build-side list.
How Aquarius approaches a Power Platform project (decision)
We start with the licence model, not the wireframes, because the licence model decides whether the project is viable at all. Every engagement opens with a connector classification and a five-year AED cost curve at your real headcount, set next to the equivalent custom-build curve. Roughly a third of the time that review tells a client to build fewer Power Platform apps than they planned and own one system outright. We would rather lose that scope than hand over an app whose licence bill triples the moment it succeeds.
Then: Dataverse only where the permission model earns it, premium connectors only where there is no standard alternative, pay-as-you-go for apps with spiky usage, governance and DLP policies on day one so citizen development does not become 200 orphaned apps nobody can audit, and documented ALM so the whole thing can be handed to your own team. No lock-in to us either — you own the solution files and the environments.
The cost of doing nothing is measurable. With 76% of UAE employers unable to source the IT skills they need and 91,000+ technology specialists short nationally, every process still running on a shared spreadsheet is consuming the time of staff you cannot replace. Four people spending 45 minutes a day on manual data entry and chasing approvals is roughly 750 hours a year; at a fully loaded AED 100 an hour that is AED 75,000 annually — more than a single internal Power App costs to build and license for its first year. FAQ
How much does Power Apps cost per user in the UAE in 2026?
Power Apps Premium is USD 20 per user per month on an annual commitment — about AED 73 a month or AED 881 a year. Organisations buying 2,000 or more seats pay USD 12 (around AED 44 a month, AED 529 a year). There is also a pay-as-you-go option at USD 10 per active user per app per month metered through Azure, which is cheaper when usage is occasional. The free Developer Plan is for build and test only, not production users.
Is Power Apps included in my Microsoft 365 licence?
Partly — and this is the most expensive misunderstanding in UAE low-code projects. Microsoft 365 includes Power Apps and Power Automate for standard connectors only, against data inside the Microsoft 365 boundary such as SharePoint, Excel and Outlook. Any app that needs a premium connector (SQL Server, an on-premises gateway, a REST API, your ERP) or needs Dataverse requires a Premium licence for every user who opens it. Classify your connectors before you approve a budget.
What does a Power Platform app cost to build in Dubai?
Delivery, excluding licences and 5% VAT: a licence and architecture review runs AED 6,000 to 15,000, a single internal canvas app AED 25,000 to 55,000 in 2 to 5 weeks, a model-driven app on Dataverse AED 55,000 to 120,000, an external Power Pages portal AED 45,000 to 110,000, and a Copilot Studio agent AED 35,000 to 90,000. Ongoing care plans run AED 2,000 to 9,000 a month.
Is low-code cheaper than custom development?
Cheaper to build, not always cheaper to own. Low-code typically cuts initial delivery cost and time substantially, but analysts put the five-year total cost of ownership of a mission-critical low-code app around 35% higher than the custom equivalent, because per-user licences scale with headcount while code does not. At 50 users Power Apps Premium is AED 44,000 a year; at 500 users it is over AED 440,000 a year. Use low-code for bounded internal apps and custom for anything customer-facing or at scale.
Can I move a Power Apps application off Power Platform later?
Not without rebuilding it. You can export an app to move it between Power Platform environments, but you cannot run that export as a standalone web app on your own hosting — the components, workflows and metadata are coupled to the platform runtime. Industry estimates put migration at USD 20,000 to 100,000 (AED 73,000 to 367,000) for a simple app and USD 100,000 to 500,000 (AED 367,000 to 1.84 million) for a scaled one. Decide ownership before you build, not after.
Can Power Platform data be stored inside the UAE?
Yes, with an add-on. The UAE sits in the Europe, UK, Middle East and Africa macro region for Power Platform and Dynamics 365, and UAE North and UAE Central are available gateway regions, with UAE North primary and UAE Central typically used for in-country disaster recovery. Pinning data at rest to a specific datacentre region requires Advanced Data Residency enabled for all Microsoft 365 seats in the tenant. Residency does not remove your PDPL obligations as controller, where penalties reach AED 5 million.
How much does Copilot Studio cost and how do credits work?
A capacity pack of 25,000 Copilot Credits is USD 200 per tenant per month (about AED 735) on annual commitment, or roughly USD 0.01 per credit pay-as-you-go via Azure. Credits are consumed unevenly: about 1 for a classic answer, 2 for a generative answer, around 10 for tenant-graph grounding and 25 or more for an autonomous agent action. Credits do not roll over month to month, so model your cost per conversation and set caps before launch.
The one-line version
Gartner expects 75% of new applications to be built with low-code by 2026 and the UAE market to quadruple to USD 2.26 billion by 2030 — so the platform question is settled. The money question is not. Power Apps Premium at AED 881 per user per year is outstanding value for an internal approvals app with 40 users and a slow-motion disaster for a customer product with 4,000. Classify every app as rent or own before you design the first screen, and the licence bill never surprises you.
