Radio and Podcast Advertising Cost in Dubai (2026): Station Rates, CPMs and the New Permit Rule

Short answer: a 30-second radio spot in Dubai costs AED 300–700 off-peak and AED 1,000–1,600 in drive time on the top English stations, with usable monthly campaigns starting around AED 10,000–20,000. Podcast and streaming audio are bought on CPM instead: AED 92–440 per thousand listens for a mid-roll read and AED 22–110 CPM on Spotify or Anghami. Since 1 February 2026 the advertising content itself also needs a UAE Media Council Advertiser Permit, and fines for skipping it start at AED 10,000.

Key takeaways

  • Radio still reaches 93% of UAE residents aged 10+ every week (Nielsen Radio Audience Measurement), at roughly nine hours of listening per person — the widest single-medium reach in the country.
  • But the money is leaving: UAE traditional radio ad spend was about US$39.85 million in 2025 and is forecast to shrink to US$36.44 million by 2029 (−2.21% CAGR), while UAE digital ad spend grows 15.2% to US$2.64 billion in 2026.
  • 38% of UAE internet users listen to at least one podcast a month — one of the highest rates in MENA — and UAE podcast ad revenue is projected to hit US$317.4 million by 2030 at a 12.3% CAGR.
  • Podcast ads finish: completion rates above 70%, against 15–30% for social video and a 0.1% display click-through.
  • The thing most Dubai businesses get wrong is not the rate card. It is buying an unmeasurable medium with no tracking layer — no vanity URL, no call tracking, no promo code.

Dubai audio in 2026: huge reach, shrinking spend

Three numbers set the stakes. First, reach: Nielsen’s Radio Audience Measurement for the UAE puts weekly radio reach at 93% of the population aged 10 and above, with Emirati and expat-Arab segments effectively at 100%. Second, attention after dark: 27% of weekly radio consumption happens between 8pm and midnight and 61% of listeners tune in from 8pm onwards — the opposite of the morning-drive assumption most media plans are built on. Third, money: UAE traditional radio advertising was worth roughly US$39.85 million in 2025 and is forecast to decline to US$36.44 million by 2029.

That gap — near-universal reach, flat-to-falling spend — is the arbitrage. Inventory on a medium 93% of the country uses is getting cheaper in real terms while a US$2.64 billion UAE digital ad market (growing 15.2% in 2026) gets more expensive every quarter. Audio is one of the few channels in Dubai where a mid-size advertiser can still buy dominant share of voice in a daypart for five figures a month.

Digital audio is where the growth sits. 38% of UAE internet users listen to at least one podcast monthly, the typical listener is 25–44, university-educated and above average income, and Spotify leads platform share ahead of Apple Podcasts and Anghami. Ramadan is its own season: UAE podcast listening spikes more than 60%, which is why Q1 inventory in Dubai sells out early.

Dubai radio advertising rates 2026 (per 30-second spot)

Radio in the UAE is still sold the traditional way: a spot rate per 30 seconds, multiplied by frequency, loaded by daypart. Across the 20-plus commercial stations broadcasting into Dubai, spot rates run from about AED 300 to AED 1,600. Drive time carries a hard premium: morning drive (roughly 7–10am) adds 80–100% over base, and evening drive (5–8pm) adds 100–150%.

Arabic and community stationsArabic, Malayalam, Tagalog, Urdu segmentsAED 300–900AED 300–500

Then add production, which agencies routinely leave out of the first quote. A UAE voice-over read costs AED 800–2,000 per script and music licensing AED 500–1,500. Budget a full bilingual creative set — English plus Arabic, two lengths — before you book airtime, not after.

In practice Dubai radio campaigns cluster into three brackets: AED 10,000–20,000 a month for a single-station, single-daypart test; AED 25,000–50,000 a month for a two or three station plan with enough frequency to register; and AED 60,000–120,000+ a month for a high-impact, multi-station, multi-language launch. Below AED 10,000 a month you are buying spots, not a campaign — effective frequency on radio generally needs three to five exposures per listener per week.

Podcast and streaming audio: bought on CPM, not spots

Digital audio flips the model. You pay per thousand impressions, you can target by city and language, and you get real delivery reporting — the thing broadcast radio cannot give you.

FormatUAE rate (2026)What it suits
Podcast pre-rollAED 37–129 CPMCheap reach, lower recall; fine for brand awareness
Podcast mid-roll (host read)AED 92–440 CPMHighest intent — the host’s credibility transfers
Podcast post-rollAED 18–92 CPMBudget filler; only the most engaged listeners hear it
Spotify / Anghami streaming audioAED 22–110 CPMTargetable scale, self-serve, easy A/B of two scripts
In-store and ambient audioAED 3,600–36,700 per location, per monthRetail, malls, clinics, showrooms — point-of-sale nudge
Branded podcast (own show)AED 3,000–8,000/month semi-pro; AED 10,000–25,000/month full serviceOwned audio asset; B2B authority building
Sponsoring an existing UAE showAED 2,000–15,000 per episodeFast entry without production overhead

Run the arithmetic before you sign anything. A Dubai podcast with 50,000 listens per episode will quote roughly AED 4,400–14,700 for a mid-roll read. That is the price of three to twelve prime radio spots — but with an audience that is self-selected, 25–44, and that finishes what it starts: podcast completion rates run above 70%, against 15–30% for social video. Pay a mid-roll premium for a relevant 50,000 listens over a cheap pre-roll on 500,000 irrelevant ones.

The 1 February 2026 permit rule nobody budgeted for

Under Cabinet Resolution No. 42 of 2025, the UAE Media Council’s Advertiser Permit became enforceable on 1 February 2026. It covers advertising content published from inside the UAE — paid or unpaid — across social platforms, websites, blogs, podcasts and other digital channels, and it sits on top of your trade licence, not instead of it.

The fee is the easy part. For UAE citizens and residents the permit is free for the first three years, then AED 1,000 a year to renew; a visiting creator takes a three-month Visiting Advertiser Permit at AED 500. The penalty is the expensive part: fines start at AED 10,000 for a first offence and reach up to AED 1 million for serious or repeated violations. Promoting only your own products or services from a personal account is exempt.

The practical consequence for audio: if your campaign uses a podcast host, a radio presenter endorsement or a creator reading your script, confirm in writing that the individual holds a valid permit before the first flight. Broadcast airtime bought through a licensed UAE station is handled by the station’s own approvals, but creator-led audio is your exposure. Treat it the way you already treat PDPL consent on your website: a documented checkbox, not an assumption.

Why most Dubai audio budgets underperform (and what to fix)

Radio has no click. That single fact ruins most Dubai audio campaigns, because the campaign gets judged by whatever happened to the sales number that month and then quietly cancelled. Fix the measurement layer before you fix the media plan:

  • A dedicated landing page per station or show. Not the homepage. A short, speakable URL (yourbrand.ae/radio) that matches the script’s offer word for word, loading fast enough that a driver at a red light actually sees it. See landing page costs in Dubai.
  • A unique call-tracking number per flight. Audio drives calls and WhatsApp messages, not form fills. If every ad uses the same number you have thrown away your attribution.
  • A spoken promo code. The cheapest attribution instrument ever invented. “Say AQUA10” tells you exactly which read worked.
  • Server-side event tracking. Browser-side tags miss a growing share of conversions. Our GA4 server-side tracking guide covers the Dubai setup and cost.
  • Baseline direct and branded-search traffic first. Audio’s real signature is a lift in branded search and direct visits during flight windows. You cannot see the lift without two weeks of pre-flight baseline.

Compare the economics honestly against the rest of the Dubai mix: a prime radio spot at AED 1,200 buys one unmeasurable exposure wave, while the same AED 1,200 on Dubai OOH or CTV and streaming buys different trade-offs in frequency and proof. Audio wins on cost per reach point and on trust; it loses on attribution — unless you build the tracking yourself. Related reading: metro, taxi and bus advertising cost.

What we build for audio campaigns at Aquarius

We are not a media buying house and we will not mark up your airtime. What we build is the half of the campaign that decides whether the airtime was worth it: fast campaign landing pages with speakable URLs, call and WhatsApp tracking wired to your CRM, promo-code logic in your store or booking flow, GA4 server-side events, and a single dashboard that shows branded search, direct traffic, calls and bookings against your flight calendar.

Typical scope for a Dubai audio campaign: a tracked landing page and measurement setup lands in the AED 4,000–12,000 range depending on how many stations, languages and conversion paths you need — roughly the cost of three to ten prime radio spots, against a media budget of AED 10,000–120,000 a month. Spending 5% of the budget to find out which 50% worked is the cheapest decision on the plan. Full ranges are on our pricing page.

If you are planning a Ramadan or Q1 audio flight, the tracking has to exist before the first spot airs — retrofitting it mid-flight loses the baseline. Tell us your flight dates and we will scope the measurement layer around them.

FAQ

How much does a radio ad cost in Dubai?

Between AED 300 and AED 1,600 per 30-second spot depending on station and daypart. Top English stations such as Virgin Radio Dubai 104.4 and Dubai 92 charge AED 1,000–1,600 in drive time; off-peak and community-language stations start around AED 300. Add AED 800–2,000 for voice-over production and AED 500–1,500 for music licensing, and plan a monthly budget of at least AED 10,000–20,000 for a campaign with usable frequency.

Is podcast advertising worth it in the UAE?

For audiences aged 25–44 with above-average income, yes. 38% of UAE internet users listen monthly, completion rates exceed 70%, and UAE podcast ad revenue is forecast to reach US$317.4 million by 2030. A mid-roll host read on a 50,000-listen episode costs roughly AED 4,400–14,700 — and unlike broadcast radio, delivery is reported.

Do I need a licence to advertise on radio or podcasts in the UAE?

Your business needs a valid trade licence with advertising activity, and since 1 February 2026 individuals publishing advertising content from inside the UAE need a UAE Media Council Advertiser Permit — free for the first three years for citizens and residents, then AED 1,000 a year. Fines start at AED 10,000. If a creator or host reads your ad, verify their permit before the campaign runs.

Radio or Spotify for a Dubai SME with AED 15,000 a month?

Start with streaming audio. At AED 22–110 CPM you can target Dubai specifically, run two scripts against each other, and get delivery data — AED 15,000 buys meaningful volume. The same budget on broadcast radio buys roughly 10–15 prime spots on one station, which is below effective frequency. Move to radio once you know which script converts.

When should a Dubai brand book audio inventory?

Six to eight weeks before the flight, and earlier for Q1. UAE podcast listening rises more than 60% during Ramadan and prime radio dayparts sell out ahead of it. Note also that 61% of UAE radio listeners tune in from 8pm onwards, so evening inventory is often better value than the contested morning drive.
