Published prices vs quote-on-request
We checked what the better-known Dubai firms state on their own live sites on 19 September 2026. This is what those pages say — not a ranking, and not a claim about the quality of their work:

Two things follow. First, the ranges a large agency cites for a custom build are wide enough to be a starting position rather than a price. Second, when nobody publishes a number, comparison shopping costs you three discovery calls before you learn anything. Ask for the number in the first email.
What actually moves the number
- Page count is the weakest driver. Ten near-identical service pages cost little more than five. Ten distinct layouts cost a lot more.
- Content readiness. Copy, photography and approvals are the usual reason a two-week site takes six. Agencies price that risk into the quote.
- Arabic. Real RTL is a mirrored layout and a second content pipeline, not a plugin. Budget for it properly — the detail is in our Arabic and RTL localisation guide.
- Anything behind a login. Auth, payments, dashboards and bookings move a site into application pricing. That is the jump from thousands to tens of thousands.
- Compliance. If the site collects personal or health data, the work includes a data map and a processor story under the UAE PDPL. Our PDPL checklist lists what that adds.
- Who writes the code. An offshore team at a third of the rate can be the right answer or an expensive detour, depending entirely on who owns the brief.

Seven checks before you sign
- Is the price fixed or an estimate? Get it in writing, with the trigger for any change order named.
- What is excluded? Content writing, photography, translation, third-party licences, payment-gateway onboarding — the usual four surprises.
- Who owns the code and the accounts? Domain registrar, hosting, analytics and repository must be in your name, handed over before final payment.
- Where does the site and the data sit? A straight answer, naming the region, or you cannot make a PDPL statement later.
- What happens after launch? Get the maintenance figure now, not in month two.
- Who is on the team, by name? Sales-engineer-then-juniors is a real pattern. Ask who writes the code.
- Can they show a live site that loads fast? Open two of their recent builds on a phone on mobile data. That test is free and tells you more than the deck.

Red flags worth walking away from
- A quote that arrives before anyone asked what the site has to do.
- Refusal to hand over hosting or registrar logins until "after the project".
- Unlimited revisions promised verbally and absent from the contract.
- A portfolio of sites that no longer resolve, or resolve to someone else's brand.
- Payment fully up front with no milestone tied to a working staging link.
