What the headline package price usually excludes
Every package above is clear about what it includes. The trouble is what it does not mention. These are the six gaps that turn a low quote into a much bigger first-year bill.
1. VAT
Some Dubai packages are quoted ex-VAT. If the vendor is VAT-registered with the FTA (mandatory above AED 375,000 of taxable supplies a year), 5% is added to the invoice. On Prontosys' published prices that takes the Business package from AED 4,100 to AED 4,305 and the E-Commerce package from AED 7,650 to AED 8,032.50. Always ask: "Is this VAT-inclusive, and will the invoice show your TRN?" A tax invoice without a TRN cannot support your own input VAT claim.
2. Hosting and domain after year one
"Free hosting" almost always means the first year. Prontosys publishes its renewal at USD 75 + VAT a year; Innomedia's package page does not state a renewal price; DXB Web Designer lists hosting and domain as excluded from all tiers. Budget for renewal from day one, and make sure the domain is registered in your name, not the agency's.
3. Content and extra pages
Page and word caps are where scope creep gets billed. Prontosys includes 1,000 words on its Business package and charges USD 1 per 100 extra words and USD 10 per additional page. DXB Web Designer caps its Starter at 5 pages and Growth at 10. A realistic service business site (home, about, 4-6 service pages, contact, privacy policy, a few blog posts) often needs 12-15 pages before launch.
4. Support after launch
Support windows range from 4 hours (Prontosys Business) to 30 days (DXB Web Designer Starter) to 3 months (Innomedia). After that, changes are billed: Prontosys lists extra support at USD 7 an hour. 5. Arabic and RTL

6. Compliance: privacy, cookies and invoices
A contact form or checkout collects personal data, which puts your site inside the UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021). Real year-one cost: a worked example
Take a typical 12-page service business site using only published figures from one vendor, so nothing is estimated. On Prontosys' Business package:

That is AED 4,305 plus USD 190 in year one, before VAT on the add-ons, with hosting renewal of USD 75 + VAT due from year two. It is still an inexpensive site. The point is that the comparison should always be total year-one cost against total scope, never headline against headline.
Package vs custom build: which one fits your business
A package is the right call more often than agencies like to admit. The question is whether your site is a brochure or a working part of the business.
- Choose a package if you need 5-10 pages, one language, a contact form and WhatsApp button, and you will rarely change the structure.
- Choose a scoped build if you need Arabic and English at launch, bookings or payments, integrations (CRM, WhatsApp Business API, ERP), or you plan to run paid ads to the site and need landing pages that convert.

Seven questions to ask before you pay a deposit
- Is the price VAT-inclusive, and will the invoice carry your TRN?
- How many pages, words and products are included, and what does each extra one cost, in AED?
- Who owns the domain, hosting account and site files, and can I get admin access on day one?
- What does hosting cost from year two?
- How long is support, and what is the hourly rate after it ends?
- Is Arabic with RTL layout included, or quoted separately?
- Are a privacy notice, cookie consent and basic on-page SEO included?
A vendor who answers all seven in writing is usually a safe choice at any price point. A vendor who will not is telling you where the extra invoices will come from.
