Dubai Website Hacked in 2026: The Recovery Playbook, Real AED Cleanup Costs and Your PDPL Duty

Short answer: if your Dubai website has been hacked, do four things before you touch the cleanup — take a full forensic snapshot of files and database, preserve the server access logs, put the site into maintenance mode rather than deleting it, and rotate every credential including hosting, CMS, database, SFTP, DNS and the email account used for password resets. Then clean. A professional one-off malware cleanup and hardening in Dubai runs AED 2,500 to 6,500; a deep incident response on an ecommerce or multi-site estate runs AED 9,000 to 25,000; a rebuild on a hardened stack runs AED 28,000 to 75,000. The expensive mistake is not the cleanup fee. It is restoring a backup over a backdoor you never found.

The scale is not theoretical here. The UAE Cyber Security Council reports neutralising roughly 600,000 cyberattacks every day — about 416 every second — and logged more than 640,000 attacks inside a single 24-hour period in September 2026. 52% of UAE cyber incidents are now financially motivated, built around extortion, data theft and business email compromise rather than vandalism. Ransomware attacks in the country rose 32% in 2024 while the number of active ransomware groups targeting the UAE grew 58%. And per IBM’s 2026 Cost of a Data Breach report, the average breach across the UAE and Saudi Arabia now costs USD 8 million — roughly AED 29.4 million — of which the single largest line is not fines or forensics but USD 3.57 million in lost business.

Key takeaways

  • Restoring a backup is not a cleanup. Backdoors were found in 49% to 70% of compromised sites at remediation, so the attacker walks back in through the door your restore just put back.
  • 11,334 new WordPress ecosystem vulnerabilities were published in 2025, up 42% year on year. 91% were in plugins, 9% in themes, and only 6 in WordPress core.
  • The median time from disclosure to exploitation for heavily attacked bugs is about 5 hours, and roughly half of high-impact vulnerabilities are exploited within 24 hours. A monthly patch window is not a patch policy.
  • If personal data was exposed, Article 9 of Federal Decree-Law No. 45 of 2021 (PDPL) obliges you to notify the UAE Data Office and affected individuals. In the DIFC, failing to notify a breach carries a fine of up to USD 50,000.
  • Hacking you is itself a serious offence: unauthorised access with intent carries AED 50,000 to 200,000 and jail, rising to AED 250,000 to 1,500,000 where data is altered, leaked or the service is disrupted. File the eCrime report.

Why Dubai SME websites are the soft edge of a hard target

The UAE spends heavily on protecting critical infrastructure, and it shows — AI-driven national defences are the reason six-figure daily attack volumes end up as blocked noise. What that national picture hides is where the losses actually land: the mid-market. A Dubai trading company, clinic, real estate brokerage or online store typically runs a CMS, a payment gateway, a WhatsApp integration and four or five plugins nobody has logged into since launch. That is the attack surface, and nobody is watching it at 416 attacks per second.

The vulnerability numbers explain the mechanics. Patchstack recorded 11,334 new vulnerabilities across the WordPress ecosystem in 2025, a 42% jump on 2024. 91% sat in plugins and 9% in themes — WordPress core itself produced just 6. Of the total, 4,124 (36%) were serious enough to need a protection rule and 1,966 (17%) were high severity and likely to see mass-scale exploitation, a category that grew 113% year on year. For paid components the picture is worse: 76% of premium component vulnerabilities were exploitable in real attacks.

Most Dubai businesses get this wrong: they treat a hack as an IT accident and a cleanup as a one-afternoon job. It is neither. It is a data incident with a legal reporting duty attached, and the clean-up has a sequence — evidence, containment, eradication, recovery, hardening. Skip the first step and you lose the only record of what left your database. Skip the last and you are back here in six weeks.

Two more numbers should change how you schedule maintenance. 46% of vulnerabilities had no patch available at the time of disclosure, which means updating promptly is necessary but not sufficient — you also need a virtual patching layer or a WAF for the window where no fix exists. And the median time to exploitation for the heavily attacked bugs is roughly 5 hours. If your agency patches on the first Monday of the month, you are living inside that window for up to 30 days at a stretch.

How to tell whether you are actually hacked

Most Dubai owners discover a compromise third-hand — a customer says the site redirects to a gambling page on mobile, or Google flags it. Check these in order, because each one tells you something different about how deep it goes:

  • Google Search Console, Security Issues tab. This is the fastest authoritative answer and it names the category — malware, unwanted software, or social engineering.
  • Search your own brand plus unrelated keywords. SEO spam was present on around 20.3% of all remediated sites in Sucuri’s 2023 data, often as hidden doorway pages for gambling or pharma. If your Dubai service site ranks for terms in a language you do not publish in, you have SEO spam.
  • Compare the user list against your team. Malicious administrator accounts were found in 32.69% of infected databases. A new admin created at 03:00 Gulf time is the tell.
  • Request the site with a mobile user agent and with a Google referrer. Conditional redirects that fire only for mobile or only for search visitors are the standard way attackers keep the owner unaware.
  • Diff the files against a clean source. Reinstalling WordPress core and every plugin from the official source is faster and safer than reading obfuscated PHP line by line.
  • Read the access logs, not the dashboard. The dashboard shows what the attacker left you. The logs show when they first got in, which is the number your PDPL notification needs.

The first 24 hours: a sequence that does not destroy your evidence

This is the order we run for Dubai clients, and the order matters more than the tooling.

1. Snapshot before you clean. Full file archive plus a database dump, stored off the server. You will need it for the incident timeline, for any insurance claim, and for the UAE Data Office if personal data was involved. Deleting the infection first is the single most common way a Dubai SME loses the ability to say what was taken.

2. Pull the logs. Web server access logs, CMS audit trail if one exists, hosting control-panel login history, and the mail logs. Most hosts rotate logs on a short window, so this is time-critical.

3. Contain, do not nuke. Maintenance mode or a holding page, with a 503 rather than a 404 so you do not shed rankings. Disable file editing and PHP execution in upload directories. Keep the compromised copy intact.

4. Rotate every credential in the chain. Hosting panel, SFTP and SSH keys, database user, all CMS accounts, the payment gateway dashboard, DNS registrar, and critically the email mailbox used for password resets. A credential rotation that misses the registrar or the reset mailbox is theatre.

5. Eradicate, including backdoors. Reinstall core, themes and plugins from clean sources, drop anything unused, then hunt the persistence mechanisms: uploaded PHP in media folders, modified .htaccess, cron jobs, injected database rows, and rogue admin users. Backdoors were present in 49.21% of compromised sites in Sucuri’s 2023 set and as high as 69.63% in 2022 — assume there is one until you have proved otherwise.

6. Recover and re-verify. Restore only clean content, re-test checkout and forms, then request a review in Search Console. Expect the Safe Browsing warning to clear in hours to a few days once the review passes.

7. Harden, then monitor. MFA on every admin, least-privilege roles, a WAF with virtual patching for the 46% of bugs that ship without a fix, off-server immutable backups, and file-integrity alerting. IBM’s 2026 regional data puts detection and escalation at USD 1.9 million per breach, and organisations using AI and security automation extensively recorded breach costs more than USD 3 million lower than those that did not. Monitoring is the cheapest line in the whole budget.

What cleanup and recovery actually cost in Dubai

These are our own AED bands for Dubai work in 2026, not a market survey. They assume a single business site unless stated, and they include the hardening pass — a cleanup without hardening is a deposit on the next incident.

OptionWhat it coversTimelineDubai cost (AED)
DIY scan and restoreSecurity plugin scan, backup restore, password reset. No log review, no backdoor hunt.1-3 days of your own time0 - 1,800 / yr in tooling
Emergency malware cleanupSnapshot, log review, core and plugin reinstall, backdoor removal, Search Console review request, hardening pass, MFA24-72 hours2,500 - 6,500
Deep incident responseEcommerce or multi-site estate, payment-path review, card-skimmer check, data-exposure assessment, PDPL notification pack, 30-day monitoring3-7 days9,000 - 25,000
Rebuild on a hardened stackClean migration to a maintained build or headless Next.js, content preserved, SEO redirects, minimal plugin surface, Arabic RTL if needed3-6 weeks28,000 - 75,000
Managed security careWAF with virtual patching, patch SLA, off-server immutable backups, uptime and file-integrity monitoring, quarterly restore testOngoing1,200 - 4,500 / month

The decision rule we use: if the site is fundamentally sound and the compromise is a known plugin bug, clean it. If the install carries abandoned plugins, a pirated premium theme, an unsupported PHP version, or you have been reinfected once already, the rebuild is cheaper within a year — you are otherwise paying a cleanup fee plus a retainer to defend code that cannot be defended. For the stack side of that decision, see our breakdown of WordPress versus a custom build in Dubai and what website maintenance really costs in Dubai.

The legal half nobody budgets for

A hacked brochure site is an IT problem. A hacked site with a contact form, a CRM sync or a checkout is a personal data incident, and UAE law treats the two differently.

Onshore: PDPL Article 9

Under Federal Decree-Law No. 45 of 2021, a controller must notify the UAE Data Office immediately on becoming aware of a breach that would prejudice the privacy, confidentiality or security of personal data, and must notify affected data subjects, with prescribed content including the nature of the breach, its likely consequences and the measures taken. Processors must notify their controller. Note the practical wrinkle: the law defers the exact deadline to Executive Regulations, which still had not been published in the Official Gazette as of 2026 — so there is no settled federal hour-count, and most UAE counsel advise working to a 72-hour standard as the defensible default. The duty itself is already in force. Our UAE PDPL compliance checklist covers the groundwork that makes a notification survivable.

Free zones: DIFC and ADGM are explicit

If you are licensed in the DIFC, DP Law No. 5 of 2020 requires notification to the Commissioner of Data Protection as soon as practicable in the circumstances. The schedule of contraventions runs roughly 35 categories with fines from USD 10,000 to USD 100,000, and failure to notify a breach to the Commissioner or to the affected individuals carries up to USD 50,000. In a free zone, the absence of federal Executive Regulations buys you nothing.

Report the crime as well

Being hacked in the UAE is not just your problem to absorb. Under Federal Decree-Law No. 34 of 2021 on countering rumours and cybercrimes, unauthorised access to a website or information system with intent to commit an offence carries imprisonment of at least six months and a fine of AED 50,000 to AED 200,000. Where the intrusion damages, alters, copies, deletes or discloses data, or disrupts a website, system or network, the penalty rises to at least five years and AED 250,000 to AED 1,500,000. File through Dubai Police’s eCrime platform — the case number is also what your bank, insurer and gateway will ask for.

What doing nothing costs, and how we price the fix

Run the cost-of-inaction arithmetic in the regional numbers rather than in global averages. IBM’s 2026 figures for the UAE and Saudi Arabia put the average breach at USD 8 million, up from USD 7.29 million in 2025, split into USD 3.57 million of lost business, USD 2.17 million of post-breach response, USD 1.9 million of detection and escalation and USD 0.36 million of notification. Financial services and technology firms in the region average USD 10.67 million. Those are enterprise-weighted averages and your SME will not see them — but the ratio holds at every size: lost business is the biggest line, and it is the line a fast, documented, well-communicated response compresses. The same report found that extensive use of AI and security automation correlated with breach costs more than USD 3 million lower, which at SME scale is the difference between a monitored stack and an unmonitored one.

How Aquarius handles it: a fixed-fee emergency cleanup at AED 2,500 to 6,500 that starts with the forensic snapshot and ends with MFA, a WAF and an off-server backup in place; a written incident timeline you can hand to counsel, your gateway or the UAE Data Office; and a 30-day reinfection guarantee — if the same compromise returns inside 30 days, we clean it again at no charge, because that is a hardening failure on our side, not a new incident. If the install is beyond saving, the cleanup fee is credited against the rebuild. Full ranges sit on our pricing page, and the preventative side is covered in cybersecurity basics for a Dubai business website and what penetration testing costs in Dubai.

FAQ

How much does it cost to clean a hacked website in Dubai?

A professional one-off malware cleanup with hardening runs AED 2,500 to 6,500 and is typically delivered in 24 to 72 hours. A deep incident response on an ecommerce store or a multi-site estate — including payment-path review, card-skimmer checks and a data-exposure assessment — runs AED 9,000 to 25,000. Ongoing managed security care is AED 1,200 to 4,500 a month.

Can I just restore a backup instead of paying for a cleanup?

Only if you know when the intrusion started and your backup predates it, and only if the entry point has been patched. Backdoors were found in 49.21% of compromised sites in 2023 and 69.63% in 2022, so a restore commonly reinstates the attacker’s access along with your content. If you cannot date the first intrusion from logs, treat every backup as suspect.

Do I have to report a website hack to the UAE authorities?

If personal data was exposed, yes. PDPL Article 9 requires a controller to notify the UAE Data Office immediately on becoming aware of a qualifying breach, and to notify affected individuals. DIFC entities notify the Commissioner of Data Protection as soon as practicable, with fines up to USD 50,000 for failing to notify. Separately, file a criminal report via Dubai Police eCrime — the intrusion is an offence under Federal Decree-Law No. 34 of 2021.

Why do WordPress sites in Dubai get hacked so often?

Not because WordPress core is weak — core produced only 6 of the 11,334 ecosystem vulnerabilities disclosed in 2025. The risk is in the add-ons: 91% of those vulnerabilities were in plugins and 9% in themes, 76% of premium component flaws were exploitable in real attacks, and 46% had no patch at disclosure. A Dubai site carrying a dozen plugins and an unmaintained premium theme is carrying a dozen independent patch dependencies.

How long until Google removes the malware warning after cleanup?

Once the site is genuinely clean and you submit a review in Search Console, the Safe Browsing interstitial usually clears within hours to a few days. Submitting a review while a backdoor is still live is the common cause of a second, slower round — which is why the backdoor hunt comes before the review request, not after.

Bottom line: the UAE neutralises around 600,000 attacks a day, 11,334 new WordPress vulnerabilities shipped in 2025, the median bug is weaponised in about 5 hours, and almost half arrive with no patch at all. You cannot opt out of that environment, but you can decide whether the next compromise costs you a AED 2,500 cleanup or the lost-business line that dominates every regional breach figure. If your site is down, redirecting or flagged right now, send us the URL — we start with the snapshot, not the delete key. Prevention work sits under our services.
