Short answer: Every DHA-licensed clinic in Dubai must connect its EMR to NABIDH, the emirate’s health information exchange, as a condition of its facility licence — and keep all patient data inside the UAE for at least 25 years. Why EMR software is now a licensing issue in Dubai
Three numbers explain why clinic software stopped being an IT preference and became a regulatory one:
- 5,800 licensed facilities. Dubai had approximately 5,800 licensed healthcare facilities in 2025, up from 5,340 in 2024 — growth of more than 8% — with the private healthcare workforce passing 69,400 professionals (Dubai Media Office, February 2026). More facilities means more competition for the same insured patients.
- 10.41 million records on NABIDH. By the end of June 2025, NABIDH held more than 10.41 million patient records from 1,888 connected facilities, 91 EMR systems and 53,659 healthcare professionals. Six months earlier the count was about 9.47 million records across 1,300+ facilities. If your EMR is not on that list, your clinic is the gap.
- 25 years of retention, inside the UAE. Federal Law No. 2 of 2019 on ICT in health fields requires health data to be kept for at least 25 years from the last procedure, and bars storing, processing or transferring UAE health data outside the country without health-authority approval. That rules out many overseas-hosted SaaS tools by default.
Put together: an EMR in Dubai is not just a charting tool. It is the pipe your clinic uses to meet DHA licence conditions, get paid by insurers and prove data residency.
Myth-bust: “Our EMR is cloud-based, so NABIDH is handled”
Cloud does not mean compliant. Three things have to be true at once:
- The EMR is NABIDH-certified (or your custom system passes DHA’s conformance testing). Integration uses HL7 and FHIR messaging, with diagnoses coded in ICD-10-CM and procedures in CPT.
- Your facility is onboarded. The clinic goes through user acceptance testing against DHA scenarios — registration, encounter, prescription, lab — and DHA signs off before go-live.
- Every copy of the data stays in the UAE. Not just the live database: backups, logs and failover servers too.
A popular international EMR hosted in Frankfurt or Virginia can fail the third test even if its features are excellent.

For most Dubai clinics, the middle row wins: let a certified EMR carry the compliance burden, and build only what makes the clinic different — the booking funnel, the patient app, the referral CRM, the owner dashboard.
