Short answer: a quotation or CPQ (configure, price, quote) system in Dubai costs AED 18,000–45,000 for a clean custom quoting tool with approvals and PDF/Arabic output, AED 45,000–120,000 once you add product configuration, cost-plus margin rules and ERP sync, and AED 500–1,800 per user per year if you licence Zoho or Odoo instead. The reason it pays in this market is speed and arithmetic: 78% of B2B buyers purchase from the vendor that responds first, and teams running structured CPQ report quote-to-cash cycles cut by 30–40% with pricing errors down by up to 90%.
Key takeaways
- 2,709 new companies joined Dubai Chamber of Commerce in March 2026 alone, with trading and services making up 29.5% of them. Every one of them will quote before it invoices.
- 57% of Dubai SMEs sit in the trading sector, and SMEs are 95% of Dubai businesses, 40% of GDP and 42% of employment. Quoting is the core production line of the emirate’s private sector.
- Sellers spend roughly 60% of their time on non-selling work. In Dubai trading houses that time is mostly rebuilding the same Excel quote with yesterday’s supplier price.
- Hard deadline: businesses with revenue of AED 50 million or more must appoint an accredited service provider by 30 October 2026 and go live on UAE e-invoicing from 1 January 2027. Smaller businesses follow from 1 July 2027.
- A tax invoice must be issued within 14 days of the supply date; failure to issue one carries AED 2,500 per detected case, rising to AED 5,000 for repeats.
Dubai is a quoting economy, and most of it runs on Excel
The UAE’s non-oil foreign trade crossed AED 3.8 trillion in 2025, up 27% on 2024, and Dubai’s own non-oil trade hit AED 1.2 trillion in the first half of 2025. That volume does not move on purchase orders alone. It moves on quotations: a general trading company in Deira pricing 40 line items against three suppliers, a fit-out contractor in Al Quoz pricing a villa package, an IT reseller in Business Bay pricing licences plus three years of support.
The structure of the market makes it worse. 57% of Dubai SMEs are trading businesses and 72% of them are micro-enterprises, which in practice means one or two people producing every quote by hand. Dubai Chamber added 2,709 new member companies in March 2026 and 3,995 new Indian-owned companies in Q1 2026 alone — a constant inflow of young firms whose quoting process is a spreadsheet template inherited from the last job.
Two numbers explain why that costs real money. First, sales teams spend about 60% of their working time on non-selling tasks, with data entry and admin a measurable slice of it. Second, 78% of B2B buyers buy from whoever responds first, and leads contacted within one minute convert 391% better than those contacted at five minutes. In a market where your competitor is three streets away quoting the same supplier, a two-day quote turnaround is not slow service. It is a lost order.
The margin leak most Dubai businesses never see
Here is the part that gets missed. Everyone treats the quotation as a document — something the accountant tidies up later. It is not. The quote is the exact moment your margin is set, and in a manual process it is set by whoever happens to be typing.
What we find when we audit a Dubai trading company’s quote history:
- Stale landed cost. The spreadsheet carries last quarter’s FOB price, freight and duty. Current duty, shipping and 5% VAT treatment never make it back into the margin line.
- Discount by mood. No approval thresholds, so a 4% giveaway on a AED 300,000 order is one keystroke and nobody is notified. On a 12% gross margin that is a third of the profit on the deal.
- Version drift. Revision 3 goes to the client, revision 2 goes to the warehouse, and the dispute lands six weeks later with no audit trail of who approved what.
- Dead quotes. Nobody can answer “what did we quote this client in March and at what price?” so you re-quote from zero and lose the anchor.
- Invoice rework. The accepted quote is retyped into the accounting system, which is where TRN errors, wrong VAT treatment and missing mandatory fields are born.
That last one now has a price tag attached. A tax invoice must be issued within 14 days of the date of supply, and the Federal Tax Authority applies AED 2,500 per detected failure to issue a compliant tax invoice or alternative document, AED 5,000 for repeat cases. Retyping is not a clerical habit; it is a compliance exposure that scales with your order count.
What quotation and CPQ software actually does
Strip the vendor language away and a working system does five things.
- Configure. Pick products, variants, quantities, bundles and options with rules that stop impossible combinations leaving the building.
- Price. Pull live cost — supplier price, freight, duty, FX — and apply your margin or price-list logic rather than a typed number.
- Quote. Generate a branded bilingual PDF with correct VAT lines, validity dates, payment and delivery terms, versioned and timestamped.
- Approve. Route anything below a margin floor or above a discount threshold to the person who owns that decision, with the reason recorded.
- Convert. Turn an accepted quote into a sales order and then a compliant tax invoice with zero retyping, and push it to your accounting or ERP stack.
The market agrees this is worth paying for: the global CPQ software market sits around US$3.9 billion in 2026 and is forecast at US$10.84 billion by 2035 at a 16.5% CAGR. Roughly 43% of enterprises have already implemented CPQ and about 57% plan adoption by 2027. Reported results from AI-assisted CPQ deployments: quote-to-cash cycles down 30–40%, sales up 20–25% and pricing errors down as much as 90%.
Licence it or build it?
For a straight product catalogue with simple pricing, licence something. Build when your pricing logic is the business — landed-cost rules, per-client price lists, slab-based rates, rental day rates, contracting BOQs. Those break off-the-shelf configurators fast.
| Option | 2026 list price | AED equivalent | Best fit in Dubai |
|---|---|---|---|
| Zoho CRM Enterprise (quotes + approvals) | US$40/user/month billed annually | ~AED 147/user/month | SMEs wanting CRM and quoting in one subscription |
| Odoo Standard (Sales + Inventory + Accounting) | ~US$24.90/user/month promo, renewing near US$31.10 | ~AED 114/user/month at renewal | Traders who also need stock and books in the same system |
| Salesforce Revenue Cloud Growth | From US$150/user/month | ~AED 551/user/month | Enterprise sales teams already standardised on Salesforce |
| Salesforce Revenue Cloud Advanced | From US$200/user/month | ~AED 735/user/month | Complex subscription and usage-based revenue |
| Custom quoting tool (Aquarius) | One-time build | AED 18,000–120,000 | Landed-cost, BOQ, rental or slab pricing that no template fits |
Two Dubai-specific warnings on the licence route. Per-user pricing punishes the structure most trading companies have — many occasional quoters rather than a few full-time sellers; ten seats on Revenue Cloud Growth is roughly AED 66,000 a year, every year. And the headline Odoo figure is a 12-month introductory rate on initial users; budget the renewal, which runs about 25% higher. We go through the same trade-off for the CRM layer in our guide to CRM software in Dubai and for the back office in ERP implementation cost in Dubai.
The 2027 e-invoicing rule that starts with your quote template
This is the part Dubai businesses are budgeting wrong. The UAE e-invoicing framework is a Peppol five-corner (DCTCE) model using the PINT AE (UBL 2.1 XML) format, transmitted through a Ministry of Finance accredited service provider. The timeline is published and tight:
| Milestone | Who | Date |
|---|---|---|
| Pilot phase | Volunteers | From July 2026 |
| Appoint an accredited service provider | Revenue of AED 50m or more | By 30 October 2026 |
| Go live — Phase 1 | Revenue of AED 50m or more | 1 January 2027 |
| Appoint an accredited service provider | Revenue under AED 50m | By 31 March 2027 |
| Go live — Phase 2 | Revenue under AED 50m | 1 July 2027 |
| Go live — government entities | B2G | 1 October 2027 |
A structured XML invoice cannot be assembled from a PDF that someone typed. It needs clean, field-level data: buyer TRN, line-level tax category, unit price, quantity, discount, currency. That data is born in the quote. Companies whose quoting is a spreadsheet will spend the first half of 2027 doing manual data cleanup for every invoice; companies whose quote converts straight into a structured order have already done the work. The sequencing detail from our UAE e-invoicing ERP integration guide applies here: fix the upstream document first, then plug in the ASP.
What it costs to build in Dubai in 2026
Real scopes and real AED ranges, at our rates.
| Scope | What you get | AED (2026) | Timeline |
|---|---|---|---|
| Quote builder | Catalogue, price lists, bilingual PDF with VAT lines, versioning, email send and tracking | AED 18,000–30,000 | 3–5 weeks |
| Quote builder + approvals | Margin floors, discount thresholds, approval routing, full audit trail, quote-to-order conversion | AED 30,000–45,000 | 5–7 weeks |
| Full CPQ | Rule-based product configuration, landed cost (freight, duty, FX), per-client pricing, cost-plus margin engine, renewal and revision handling | AED 45,000–90,000 | 8–12 weeks |
| CPQ + ERP/accounting integration | Two-way sync with Odoo, Zoho Books, QuickBooks, Tally, Dynamics or SAP; stock availability; structured invoice payload ready for an ASP | AED 65,000–120,000 | 10–16 weeks |
| Customer quote portal | Client login, accept or reject with e-signature, revision history, payment link | AED 15,000–35,000 add-on | 3–5 weeks |
| Support and hosting | UAE or regional hosting, price-list updates, monitoring, small changes | AED 1,200–4,500/month | Ongoing |
The ROI maths, done honestly
Take a mid-size Dubai trading company: four people who quote, 60 quotes a month, average order value AED 45,000, gross margin 12%. If sellers really lose 60% of their time to non-selling work and you claw back even a quarter of that on quoting alone, that is roughly six hours a week per person — about 1,250 hours a year back into selling. Separately, one percentage point of recovered margin discipline across AED 27 million of annual quoted volume is AED 270,000. Against a AED 45,000 build with AED 2,500 a month support, the discount-control line alone covers the project several times over in year one — before counting the orders you win because your quote arrived first, and before the AED 2,500-per-case invoice penalties you stop risking.
Do not take 30–40% faster quote-to-cash as a promise. Take it as the documented ceiling other companies have reached, and measure your own baseline first: median hours from enquiry to quote sent, and the spread between quoted and realised margin. If you cannot produce those two numbers today, that is the finding.
How Aquarius does it
We start by pricing one real deal end to end with your team — whiteboard, your actual supplier sheet, your actual client — because the pricing rules are never what the org chart says they are. Then we build the margin engine first and the PDF last. Fixed scope, fixed price, no per-user licence meter. Arabic and English output from day one, UAE-compliant tax invoice fields in the data model from the first sprint so the 2027 Peppol switch is a connector and not a rebuild, and your data stays yours and exportable. If you also want the approval chasing automated, see workflow automation costs in Dubai, and our pricing page for how we scope fixed-price builds.
FAQ
What is the difference between quotation software and CPQ?
Quotation software produces the document: catalogue, price list, branded PDF, send and track. CPQ adds the two hard parts — configure (rules that control which product and option combinations are valid) and price (a logic engine driving the number from live cost and margin rules rather than from typing). Most Dubai SMEs need good quoting plus approvals. You need true CPQ when combinations and pricing rules multiply: contracting BOQs, equipment rental day rates, reseller tiers, slab pricing.
Will a quotation system make us ready for UAE e-invoicing?
It is the upstream half of readiness. E-invoicing requires structured PINT AE (UBL 2.1 XML) invoices sent through a Ministry of Finance accredited service provider; you still need to appoint an ASP — by 30 October 2026 if your revenue is AED 50 million or more, by 31 March 2027 below that. What a quoting system does is guarantee the invoice data is complete and machine-readable before it ever reaches the ASP, which is where most of the 2027 pain will actually sit.
Can Zoho or Odoo not just do this?
Often yes, and we will tell you when that is the answer. Zoho CRM Enterprise at US$40 per user a month on annual billing, or Odoo Standard at roughly US$31 per user a month at renewal, is cheaper than any custom build for a standard product catalogue with simple discounts. Build instead when your pricing depends on landed cost, FX, per-client contracts, BOQ or rental logic; when you have many occasional quoters rather than a few seats; or when quoting must sit inside a system you already own.
How long does a quoting system take to build in Dubai?
A quote builder with price lists, bilingual PDFs and versioning is 3–5 weeks. Add approvals and quote-to-order conversion and it is 5–7 weeks. Full CPQ with a landed-cost and margin engine runs 8–12 weeks, and 10–16 weeks once two-way ERP or accounting sync is in scope. The variable is never the software — it is how long your team takes to agree the discount thresholds.
Does a quotation count as a tax invoice in the UAE?
No. A quotation is a commercial offer with no VAT consequence. The tax invoice is a separate document with mandatory fields, and it must be issued within 14 days of the date of supply — delivery for goods, completion or payment for services, whichever comes first. Missing or non-compliant tax invoices attract AED 2,500 per detected case and AED 5,000 for repeats, which is precisely why the handoff from accepted quote to invoice should be automatic rather than retyped.
Figures checked on 13 October 2026: UAE Ministry of Finance and FTA electronic invoicing framework (Peppol five-corner DCTCE, PINT AE / UBL 2.1, phase dates), FTA tax invoice rules and administrative penalties, Dubai Chamber of Commerce membership releases for March and Q1 2026, UAE non-oil foreign trade figures for 2025 and Dubai H1 2025, published Dubai SME sector statistics, Salesforce State of Sales 2026, Custom Market Insights CPQ market forecast, and vendor list pricing for Zoho CRM, Odoo and Salesforce Revenue Cloud as published in 2026.
