Short answer: a Tadbeer centre in Dubai is not a recruitment agency with a shopfront, it is a regulated financial position. You post a AED 500,000 bank guarantee with MOHRE, carry paid-up capital in the region of AED 700,000, and then sell two-year packages at AED 8,000 to AED 18,000 that you are legally obliged to refund or re-staff under four separate triggers in Federal Decree-Law No. 9 of 2022, inside a probation window of up to six months. The software that runs that business is a liability ledger first and a CRM second, and it costs roughly AED 35,000 to AED 180,000 to build properly in Dubai.
Most centres run it on WhatsApp, a shared Excel file and the owner’s memory. That works until the replacement requests, the Wage Protection System deadline and the visa renewal calendar collide in the same week. Below are the real 2026 numbers, the clauses that actually generate software requirements, and what a system costs in AED.
The market: roughly 950,000 workers and 43 Dubai centres competing for them
One: the sector is enormous and still compounding. The UAE employs approximately 0.95 million domestic workers as of 2026, part of about 4.7 million resident domestic workers across the six GCC states at end-2025 — the largest concentration of household-employed labour anywhere in the world. The historic Dubai and Abu Dhabi trend line is the one to price against: domestic worker numbers in the two emirates rose from 156,000 in 2008 to 306,000 in 2016, a 96% increase at roughly 8.8% a year. Women are 72% of that workforce.
Two: the licensed channel is crowded. As of May 2026 there are 134 MOHRE-verified Tadbeer centres across the seven emirates, with 43 in Dubai, 26 in Abu Dhabi, 23 in Ajman, 19 in Al Ain, 12 in Ras Al Khaimah, 8 in Fujairah and 6 in Sharjah. Other industry counts put the wider licensed network closer to 240 centres depending on whether branches are counted separately. Either way, Dubai is the densest market in the country, and nobody is winning it on price — the package bands are effectively published.
Three: the entry cost is the moat and the trap. A Tadbeer operation needs two licences stacked: a commercial licence from Dubai Economy and Tourism carrying the specific activity Tadbeer For Domestic Workers Services, plus Tadbeer operational approval from MOHRE. Foreign ownership can be 100% with no Emirati partner. The gating item is the AED 500,000 bank guarantee, on which a UAE bank will charge an annual fee of 0.5% to 1.0% of face value, with real 2025–2026 filings showing paid-up capital around AED 700,000. That capital is dead money sitting against obligations you must be able to prove you met.
Most Dubai centres get this wrong: they treat the refund clause as a customer-service issue. It is not. Under Federal Decree-Law No. 9 of 2022 a licensed agency must provide a suitable replacement at no additional expense to the employer, or reimburse all payments made, in four defined situations — inadequate professional competency or behaviour, early resignation or departure, failure to fulfil the contract terms, and employer termination for failure to meet agreed terms. The employer may run a probation of up to six months. That means every single placement you sell carries an unprovisioned contingent liability of up to the full package value for half a year. A business with 300 live placements and no ageing report on that exposure is flying blind over roughly AED 2.4 million to AED 5.4 million of potential refunds.
The clauses that write your software spec
Four pieces of regulation do more to define a Tadbeer platform than any feature wishlist.
Pre-arrival duties (Decree-Law 9/2022). The agency must inform the worker of the type and nature of the work and the wage before entry to the UAE, prove the worker is physically, psychologically and professionally fit, complete medical examinations no more than 30 days before entry, and brief the worker on UAE customs and traditions. Each of those is a dated, evidenced artefact. A medical dated 34 days before arrival is a non-compliant file, and you will not notice in a spreadsheet.
Wage Protection System, rewritten for 2026. Ministerial Resolution No. 340 of 2026, effective 1 June 2026, sets a universal salary payment deadline of the 1st of each month and lifts the compliance threshold to 85%. Escalation is automatic: MOHRE notifications from day 2, suspension of new work permits from day 5, administrative fines and Third Category reclassification from day 11 for repeat violations inside six months, with penalties starting at AED 1,000 per worker per delayed cycle. For domestic workers, WPS registration is mandatory for five professions — private agricultural engineer, personal PRO, personal healthcare provider, private tutor and private trainer — and optional for the other fourteen, including housemaids, nannies, cooks and personal drivers. Centres running monthly or live-out models are the ones with exposure here, and the same payroll engine logic we describe in our Dubai WPS payroll software guide applies directly.
Permit and insurance interlocks. Health insurance covering the worker for the full employment period is a hard condition of sponsorship — no valid policy, no permit issued or renewed. The signed contract goes to MOHRE for verification, which is also what activates the insurance. So insurance expiry, permit expiry and contract status are not three fields, they are one dependency chain, and your system should refuse to mark a placement active when any link is broken.
Service delivery is going mobile. MOHRE’s Tawseel service now sends an equipped vehicle to the homes of elderly citizens, pregnant women and People of Determination to handle new work permits, renewals and cancellations, contract registration, wage protection enquiries and document stamping, at no extra charge beyond standard government fees and with 3 to 5 working days advance scheduling. Field-based service delivery with document capture at the door is a different software shape from counter service — it is the dispatch and evidence pattern from field service management software, applied to compliance paperwork.
What the platform actually has to do
Strip out the brochure features and a Dubai Tadbeer system is eight things:
- Worker file with dated evidence. Passport, medical with its 30-day pre-entry clock, orientation record, fitness attestation, skills profile, source-country agent and photograph. Every document carries an issue date, an expiry date and an owner.
- Placement ledger with a liability clock. The core object is not the client and not the worker — it is the placement. Start date, probation end date, package value, amount collected, refund exposure remaining, replacement count used. An ageing report over that exposure is the single most valuable screen in the product.
- Obligation calendar with hard blocks. Visa expiry, Emirates ID, medical renewal, insurance expiry, contract renewal, WPS cycle. Expired insurance should block renewal submission in your own system before MOHRE blocks it for you.
- Quotation and package builder. Nationality-based pricing, VAT handling on the service component, deposits, instalments and what is refundable versus consumed. Centres leak margin here more than anywhere else.
- Replacement and complaint workflow. Request, reason code, eligibility test against the four statutory triggers, replacement offer, refund calculation, sign-off. MOHRE operates a complaint channel on 600 590 000; you want your own record to be better than the one the complainant files.
- Monthly and hourly scheduling. Live-out and hourly models at AED 35 to 60 per hour or AED 3,000 to 5,000 a month need rostering, timesheets, transport and client-side rescheduling — a different engine from permanent placement.
- Bilingual client and worker portals. Arabic and English, mobile-first. The worker portal matters more each year: contract copy, wage record, complaint route.
- PDPL-grade data handling. You are holding passports, medical records and biometric identifiers for thousands of people. That is sensitive personal data under the UAE regime — see our UAE PDPL compliance checklist.
Worth saying clearly: an on-demand cleaning app is a different legal animal. That model runs on a DET commercial cleaning licence rather than a MOHRE domestic-worker permit, and the build is a marketplace, not a compliance ledger. We cover it separately in the Dubai home cleaning app guide. Mixing the two in one licence is the fastest way to a stop-work order.
The pricing grid you are competing against
Dubai Tadbeer package pricing is close to transparent in 2026, which is precisely why operational cost control decides who profits. Indicative two-year package bands:
| Worker nationality | Dubai package (AED) | Typical processing | Monthly salary (AED) |
|---|---|---|---|
| Filipino | 14,000 – 18,000 | 3 – 5 weeks | 1,600 – 2,200 |
| Indonesian | 12,000 – 16,000 | 3 – 4 weeks | 1,400 – 1,800 |
| Indian | 10,000 – 14,000 | 2 – 4 weeks | 1,200 – 1,600 |
| Sri Lankan | 9,000 – 13,000 | 2 – 4 weeks | 1,200 – 1,600 |
| Ethiopian / Kenyan / Ugandan / Nepali | 8,000 – 12,000 | 2 – 3 weeks | 1,200 – 1,600 |
| Local transfer (worker already in UAE) | Lower, varies | 1 – 2 weeks | As contracted |
Inside each package the component costs are known: agency fee AED 5,000–12,000, entry visa and status change AED 1,500–3,000, medical AED 200–350 (AED 700 for the Dubai DHA route), Emirates ID AED 270–290 for two years, health insurance AED 600–1,200 a year. By emirate, Dubai sits at AED 10,000–18,000 against Sharjah at AED 8,000–14,000 and the northern emirates at AED 8,000–13,000. Your margin is the gap between the fee you quote and the cost you actually incur — including the replacements you did not forecast.
What it costs to build, in AED
Indicative scope bands for a Dubai build, assuming bilingual EN/AR, UAE-hosted data and full source handover:
| Scope | Indicative build (AED) | Typical timeline |
|---|---|---|
| Worker and client registry, placement ledger, document vault with expiry alerts | 35,000 – 60,000 | 5 – 7 weeks |
| Add quotation and package builder, deposits, instalments, VAT-correct invoicing | 55,000 – 95,000 | 8 – 11 weeks |
| Add replacement and refund workflow with statutory reason codes and liability ageing | 75,000 – 125,000 | 11 – 15 weeks |
| Add hourly and monthly rostering, timesheets, transport and client portal | 110,000 – 180,000 | 15 – 20 weeks |
| Bilingual worker app, WPS payroll file generation, accounting integration | +30,000 – 70,000 | +4 – 7 weeks |
| Annual run cost (hosting, support, regulatory updates) | 15 – 20% of build | Ongoing |
Now the conversion maths, which is where the decision actually gets made. Take a mid-size Dubai centre doing 300 placements a year at an average package of AED 13,000 — about AED 3.9 million of annual revenue. A replacement rate that runs three percentage points higher than it should, because nobody is tracking probation windows or reason codes, costs roughly nine extra replacements. At a realistic marginal cost of AED 6,000 to 9,000 each in re-recruitment, visa and status-change work, that is AED 54,000 to 81,000 a year burned — and it recurs. One avoided percentage point of replacement, plus the staff hours no longer spent reconstructing a file before a MOHRE query, pays for the middle band of that table inside the first year. Against an AED 500,000 bank guarantee already locked up and 0.5–1.0% a year being charged on it, a system that proves compliance on demand is the cheapest capital protection you can buy.
How Aquarius builds it
We ship the placement ledger and document vault first, usually inside six weeks, because that is the piece that stops money leaking while the rest is still being specified. Then the quotation engine, then replacements, then rostering. Pricing is fixed and quoted in AED up front, the code and cloud accounts are yours on handover with no lock-in, data stays UAE-hosted, and we integrate with the accounting and payroll systems you already run rather than replacing them. If you also handle visa and PRO workflows, the same spine extends into the pattern described in our PRO services and visa compliance software guide. See our pricing for the standard bands.
FAQ
How much does it cost to open a Tadbeer centre in Dubai in 2026?
Beyond the DET commercial licence carrying the Tadbeer For Domestic Workers Services activity and MOHRE operational approval, the defining items are a AED 500,000 bank guarantee — typically a UAE bank letter of guarantee costing 0.5% to 1.0% of face value annually — and paid-up capital reported around AED 700,000 in 2025–2026 filings. Foreign investors can own 100%. Confirm current figures with MOHRE and the economic department before committing, as the schedule changes.
When must a Tadbeer centre refund an employer?
Federal Decree-Law No. 9 of 2022 requires a licensed agency to supply a suitable replacement at no additional cost, or reimburse all payments made, in four situations: inadequate professional competency or behaviour, early resignation or departure, failure to fulfil the contract terms, and employer termination for failure to meet agreed terms. The employer may apply a probation period of up to six months, which is why that window drives the liability model in your software.
Does the Wage Protection System apply to domestic workers?
Partly. WPS registration is mandatory for five domestic professions — private agricultural engineer, personal PRO, personal healthcare provider, private tutor and private trainer — and optional for the other fourteen, including housemaids, nannies, cooks and drivers. Where it applies, Ministerial Resolution No. 340 of 2026, effective 1 June 2026, sets a 1st-of-month payment deadline and an 85% compliance threshold, with notifications from day 2, permit suspension from day 5 and fines from day 11, starting at AED 1,000 per worker per delayed cycle.
How long does it take to build a Tadbeer management system?
A working placement ledger with document expiry alerts lands in five to seven weeks. Add quotations and invoicing and you are at eight to eleven. A full platform with replacement workflow, rostering and a bilingual client portal is typically fifteen to twenty weeks. Shipping in that order means the compliance core is live months before the nice-to-haves.
Can we just use a generic CRM?
For the sales pipeline, yes. The parts a generic CRM cannot model are the ones that cost money: a placement that carries a statutory refund liability for six months, a medical certificate that is only valid if dated within 30 days of entry, and an insurance policy whose expiry silently invalidates a permit renewal. Those are dependency rules, not custom fields, and a CRM will happily let you mark the record green while the file is non-compliant.
If you run a Dubai Tadbeer centre or a domestic worker agency and your replacement exposure lives in someone’s head, that is a solvable problem with a known price. Send us your monthly placement volume and we will scope it in AED, fixed, this week.
