Expense Management and Corporate Card Software in Dubai (2026): Real AED Costs and the Receipt That Cannot Reclaim VAT

Short answer: Off-the-shelf expense and corporate card software in Dubai costs AED 0 on free tiers, AED 29–499 a month for most SMEs and AED 1,500+ a month at enterprise tier. A custom platform built around your own approval, project-costing and ERP logic runs AED 55,000–320,000. What almost nobody checks first: the shop receipt your staff staple to a claim is usually a simplified tax invoice, and a simplified tax invoice cannot support input VAT recovery — so 5% of that spend is quietly gone. From 1 January 2026 unclaimed input VAT also expires after five years, and from 1 January 2027 businesses above AED 50 million revenue must issue invoices through an accredited e-invoicing provider. Fixing the receipt layer is now a deadline, not a nice-to-have.

Key takeaways

  • Manual claims are expensive before any fraud. GBTA puts the fully loaded cost of processing one expense report at USD 58 — about AED 213 — against USD 7 (AED 26) when automated, an 88% reduction. The average report takes 20 minutes to file and 19% contain errors; each correction adds 18 minutes and USD 52 (AED 191).
  • The fraud is small, slow and routine. ACFE data puts expense-reimbursement fraud in 13% of investigated occupational fraud cases, with a median loss of USD 50,000 (AED 183,600) and an average 18 months before anyone notices.
  • Dubai keeps adding the companies that need this. Dubai Chamber of Commerce added 2,709 new member companies in March 2026 and recorded 30,697 membership renewals in April 2026, its highest month ever, against a 2025 monthly average of about 18,280. Dubai issued over 60,000 new commercial licences in 2025, and DIFC passed 10,018 active registered companies in H1 2026.
  • Do not build your own card. Issuing stored value in the UAE requires a CBUAE Stored Value Facility licence with AED 15,000,000 in paid-up capital. Even the funded local players — Alaan (USD 48 million Series A, August 2025), Qashio (USD 32.3 million raised), Pemo (USD 19 million) — ran on someone else’s licensed issuing rails first.
  • The deadline is real. Large taxpayers had to appoint an Accredited Service Provider by 30 October 2026; mandatory e-invoicing starts 1 January 2027 for revenue at or above AED 50 million, 1 July 2027 below it, and 1 October 2027 for government entities.

Where the money actually leaks in a Dubai finance team

Walk into most Dubai SMEs and expense control looks like this: a company debit card in the GM’s drawer, a WhatsApp group where staff send photos of receipts, a petty-cash tin, and one accountant reconciling all of it against a bank statement at month end. It works until the business crosses two thresholds at once — enough headcount that nobody remembers what a charge was for, and enough revenue that the 9% corporate tax return has to stand up to scrutiny.

The volume problem is a Dubai problem. The Chamber of Commerce welcomed 2,709 new member companies in March 2026, with real estate, renting and business services at 41.2% of them, trading and services at 29.5% and construction at 15%. In April 2026 it processed 30,697 renewals — the highest monthly figure in its history, against roughly 18,280 a month across 2025 and 15,589 in 2024. Those are companies with vehicles, site staff, client entertainment, DED and visa fees, cross-border SaaS subscriptions and a dozen other spend categories that all need a document trail.

The cost side is well measured, even if the measurement is global rather than Gulf. GBTA’s benchmark: USD 58 (AED 213) in labour and overhead per expense report processed manually, USD 7 (AED 26) automated. 20 minutes of an employee’s time per report. 19% of reports containing at least one error, each one adding 18 minutes and USD 52 (AED 191) to fix. Multiply by a 40-person Dubai company filing two reports a month each and you are at roughly AED 204,000 a year in pure processing before a single dirham of fraud or a single rejected VAT claim.

And the fraud, when it comes, is undramatic. ACFE’s occupational fraud research finds expense reimbursement schemes in 13% of cases, median loss USD 50,000 (about AED 183,600), average time to detection 18 months. Nobody steals once. They round up a taxi fare for a year and a half.

The myth: a receipt is proof enough for VAT

This is the single most expensive misunderstanding in UAE expense handling, and it is not a software problem at all.

UAE VAT law recognises two documents. A standard tax invoice carries the supplier’s name and TRN, the recipient’s name and TRN, an invoice number and date, a description, the amount, the VAT charged and the total. A simplified tax invoice — the till slip you get from a restaurant, a petrol station or a shop — omits the recipient’s details. Simplified invoices are permitted for supplies below AED 10,000, but they cannot support input VAT recovery. If you are VAT-registered and you want the 5% back, you need a standard tax invoice issued in your company’s name with your TRN on it.

Which means every unbriefed employee who pays with a personal card and brings back a till slip has just converted a recoverable expense into a sunk one. On AED 2 million of annual recoverable business spend, a 40% leakage rate on documentation is AED 40,000 of input VAT you are entitled to and will not get.

Two 2026 rules make this worse than it used to be:

  • Input VAT now expires. From 1 January 2026 a five-year limit applies to input VAT credits. Anything not claimed or utilised within five years from the end of the relevant tax period is permanently gone. The old habit of “we will tidy the back-dated claims one day” now has a clock on it.
  • Records are not optional. VAT records must be kept for five years (15 years for real estate). Failing to keep the required records attracts AED 10,000 for a first offence and AED 20,000 for a repeat within 24 months; errors in returns or records run AED 500–20,000; failure to issue invoices or keep proper books runs AED 2,500–10,000 per offence.

Then layer corporate tax on top. Under Article 32 of Federal Decree-Law No. 47 of 2022, only 50% of entertainment, amusement and recreation expenditure is deductible — client dinners, corporate hospitality, event tickets. A system that cannot separate a client dinner from a team lunch from a staff welfare cost is not a convenience problem, it is a tax-position problem. Late corporate tax registration alone carries an AED 10,000 penalty.

So any expense tool you buy or build in the UAE has to do three things no generic US product does by default: capture the supplier TRN as a first-class field, force the category split that corporate tax deductibility depends on, and hold the document for five years in a form an FTA auditor accepts.

What the UAE platforms actually cost in 2026

The good news: this market got competitive fast, and the entry price is close to zero. Published 2026 pricing for the main UAE-focused platforms:

PlatformFree tierPaid pricing (2026 published)Best fit
AlaanStarter, free (micro businesses, up to 10 users)Premium AED 499 / month, unlimited usersSMEs wanting AI receipt matching and VAT-aware categorisation on a flat fee
PemoFree plan availableFrom AED 29 / month per cardholder; Premium AED 399 / month per company; Enterprise from AED 1,500 / monthTeams that want per-seat control plus invoice-payment workflows
QashioFree, up to 3 users and 6 cardsPlus USD 125 / month (annual, about AED 459), Premium USD 250 (AED 918), Business+ USD 500 (AED 1,836), Enterprise customLarger GCC groups with multi-entity rollouts

For a 25-person Dubai trading company, a flat AED 499 a month against AED 213 per manually processed report is not a close call. Buy the tool. Our honest position as a development studio: for most Dubai SMEs under about 50 staff with straightforward spend, there is no business case for a custom build, and we will say so in the first meeting.

The case changes when one of these is true:

  • Project or job costing drives everything. Contracting, fit-out, events, marketing and logistics businesses need each dirham tagged to a project, phase and cost code that already exists in their ERP — not to a generic expense category.
  • Multi-entity, mainland plus free zone. Separate TRNs, separate licences, intercompany recharges and one consolidated board view. Off-the-shelf multi-entity support is usually the most expensive tier and still rarely matches a UAE group structure.
  • The approval matrix is the business. Site engineer to project manager to QS to finance, with AED thresholds, delegation during leave, and an audit trail that survives a client claim.
  • Spend lives inside another product. Driver fuel and fines inside a fleet app, technician parts purchases inside a field-service app, staff advances inside an HR portal. A separate expense app means a second login nobody opens.

E-invoicing is the deadline that decides your 2026 roadmap

The UAE’s e-invoicing regime is a five-corner Peppol model: you no longer just send a PDF to your customer, you transmit a structured invoice through an Accredited Service Provider that also reports it to the Federal Tax Authority. The Electronic Invoicing System goes live from 30 October 2026 for pilot and voluntary users, then becomes mandatory in waves.

PhaseWhoASP appointmentMandatory go-live
Pilot / voluntaryEarly adopters—From 30 October 2026
Phase 2Revenue at or above AED 50 millionBy 30 October 2026 (extended from 31 July 2026)1 January 2027
Phase 3Revenue below AED 50 millionBy March 20271 July 2027
Phase 4Government entities (B2G)—1 October 2027

Scope is B2B and B2G for now; B2C is out until a later phase is announced. Note also how tight the accreditation bar is: in May 2026 the Ministry of Finance confirmed an ASP applicant must be an active Peppol-certified service provider, meet company registration, tax registration and information-security requirements, and — the clause that thinned the field — prove the proposed solution has been in operation for at least two years. That is not a market you enter by writing your own connector.

The practical consequence for expense software: your platform does not need to become an ASP, it needs to hand clean, structured, TRN-complete data to one. If you are choosing a tool in late 2026, ask every vendor which accredited provider they integrate with and on what date. If you are building, the integration layer belongs in scope now rather than in a panic in Q4 2027. The same logic applies on the sales side — see our guide to UAE e-invoicing ERP integration.

What a custom build costs in Dubai

Care, hosting and compliance upkeep3,500–12,000 / monthMonitoring, backups, rule and threshold changes, FTA and ASP schema updates, support

Two cost traps worth naming. First, card issuing is not in scope and should not be: a Stored Value Facility licence from the Central Bank requires AED 15,000,000 paid-up capital, and the Retail Payment Services and Card Schemes framework (in force since July 2021) sets category capital floors of AED 3 million or AED 1.5 million for Category I, AED 2 million or AED 1 million for Category II, AED 1 million or AED 500,000 for Category III and AED 100,000 for Category IV. Both Alaan and Pemo secured only in-principle CBUAE approval for SVF and payment-services licences during 2026, having built on licensed partners’ rails before that. A custom build integrates a card feed; it does not issue the card.

Second, employee expense data is personal data. Receipts reveal location, health spending and family detail, so access control, retention and consent belong in the design — our UAE PDPL compliance checklist covers the obligations, and corporate tax accounting software for Dubai SMEs covers the reporting side.

The ROI maths, in dirhams

Take that 40-person Dubai company: two expense reports per person per month, AED 2 million of annual recoverable spend.

  • Processing: 960 reports a year at AED 213 is about AED 204,000. At the automated AED 26, roughly AED 25,000. Saved: about AED 179,000 a year.
  • Error rework: 19% of 960 reports is 182 corrections at AED 191, about AED 35,000 a year, most of which disappears when capture is enforced at the point of spend.
  • Input VAT: recovering even half of a 40% documentation leak on AED 2 million of spend is AED 20,000 a year back.
  • Software cost: AED 499 a month is AED 5,988 a year. A AED 150,000 custom build amortised over three years with AED 6,000 a month care is about AED 122,000 a year.

On those numbers an off-the-shelf platform pays back in weeks and a custom build pays back inside a year — but only if the custom build is buying something the platform genuinely cannot do. That is the honest test, and it is the first thing we check. Our pricing page shows how these workstreams bundle, and the services list covers the ERP and integration work they usually sit beside.

How Aquarius does it

We start by trying to talk you out of the build. If Alaan, Pemo, Qashio or Zoho Expense plus a clean policy and a TRN-literate finance process solves it, that is the recommendation and it costs you a scoping call. When a build is genuinely justified — project costing, multi-entity UAE groups, spend embedded in an app you already own — we scope it as three layers: capture and approval, integration with your accounting system, and the structured-invoice path to an accredited e-invoicing provider before the 2027 dates land. UAE data residency, Arabic and English from day one, and a five-year document archive built to the standard an FTA auditor will actually ask for.

FAQ

How much does expense management software cost in Dubai?

Free tiers cover micro businesses: Alaan Starter is free for up to 10 users and Qashio is free for 3 users and 6 cards. Paid plans run from about AED 29 per cardholder per month with Pemo, AED 399 per month for Pemo Premium, AED 499 per month for Alaan Premium with unlimited users, and USD 125 to 500 per month for Qashio Plus through Business+. Enterprise tiers start around AED 1,500 per month. A custom platform costs AED 55,000 to 320,000 to build.

Can I claim VAT back on a shop receipt in the UAE?

Usually not. Most till slips are simplified tax invoices, which omit the recipient name and TRN and cannot support input VAT recovery. Simplified invoices are allowed for supplies under AED 10,000, but to recover the 5% you need a standard tax invoice issued in your company name showing your TRN. Brief staff to request a tax invoice before paying, not after.

When does UAE e-invoicing become mandatory?

The Electronic Invoicing System goes live from 30 October 2026 for pilot and voluntary users. Businesses with revenue at or above AED 50 million had to appoint an Accredited Service Provider by 30 October 2026 and must comply from 1 January 2027. Businesses below AED 50 million appoint by March 2027 and comply from 1 July 2027. Government entities follow on 1 October 2027. Scope is B2B and B2G; B2C is not yet included.

Do I need a licence to issue my own corporate cards in the UAE?

Yes, and it is not a software project. Issuing stored value requires a CBUAE Stored Value Facility licence with AED 15,000,000 in paid-up capital, and retail payment service categories carry their own capital floors from AED 100,000 up to AED 3 million. The practical route is to integrate a licensed issuer or a local platform and build the software layer on top.

Are client dinners fully deductible under UAE corporate tax?

No. Article 32 of Federal Decree-Law No. 47 of 2022 allows only 50% of entertainment, amusement and recreation expenditure as a deduction, which covers client dinners, hospitality and corporate events. Your expense system needs to separate those from ordinary staff and operational costs, otherwise the 9% corporate tax computation has to be reconstructed by hand at year end.

How long must I keep expense receipts in the UAE?

Five years of VAT records as a general rule, and 15 years for real estate transactions. Failing to keep required records carries AED 10,000 for a first offence and AED 20,000 for a repeat within 24 months. Since 1 January 2026, input VAT not claimed within five years of the end of the relevant tax period expires permanently.

Where to start

Do three things this week. Pull last month’s expense claims and count how many carry a standard tax invoice with your TRN rather than a till slip — that percentage is your VAT leak. Check your revenue against the AED 50 million e-invoicing threshold and write the matching 2027 date in your finance calendar. Then price a free tier of one of the UAE platforms against the AED 213 you are currently paying per report, and see whether the answer is a subscription or a build.

If it is a build — or you are not sure — talk to us. We will scope it against what your finance team already spends, and tell you plainly if a AED 499 subscription wins.
